资本、权力与情感——转型期广东滨海旅游地空间演化与地方重构

The rise of a new round of coastal tourism development rapidly change the morphology and function of Guangdong coastal resorts and reconstruct the social significance of coastal tourism space in different scale. The power of the government intertwines with the capital of the consortium, co-directing the violent coastal tourism feast, and aboriginal emotions becomes ties maintaining the relation between traditional man-land relationship and spatial significance in the process of space reconstruction. Previous studies focus more on coastal physical spatial morphology, without explaining the social spatial morphology evolution of the coastal resort and the spatial symbolic significance in power relations perspective. The project attempts to construct a multidimensional scaling framework among power relation, Spatial morphology,and place emotion, using a combination of qualitative and quantitative research methods, to explore the following questions: 1) the process and characteristics of spatial morphology evolution and the production of landscape of power of Guangdong coastal resorts in transitional period; 2) the power relation evolution of coastal resorts and its impact on the spatial morphology reconstructing; 3) the social space meaning and space reconstruction of coastal resorts based on aboriginal emotions. The research attemps to establish and testify the theoretical interrelationship within power relation, spatial morphology and place emotion, trying to explore the respective functional mechanism for capital, power and emotion, which gives rise to coastal resorts morphology evolution and reconstruction. The research will also help to deeply understand the mechanism of China's coastal resorts evolution in transitional period, and provide reliable and operational evidence for planning and management of coastal tourism as well as achieving placeness maintaining and sustainable development.

新一轮滨海旅游开发热潮迅速改变着广东滨海旅游地的形态和功能，也在不同尺度上重构着滨海旅游地空间的社会意义。政府权力和财团资本交织互动共同推动滨海旅游地空间生产与地方重构，而原住民情感则成为维系滨海旅游地传统人地关系和空间意义的纽带。过往研究较多关注滨海旅游地实体空间的形态特征而忽视空间演化进程中的地方情感，本项目则从人地关系互动统一的视角解读滨海旅游地空间演化与地方重构的过程和机制，具体探索如下问题：1）转型期广东滨海旅游地空间演化及权力景观生产过程；2）滨海旅游地权力关系及空间生产机制；3）滨海旅游地空间社会意义变迁与地方重构。本项目希望达到：1）构建并验证滨海旅游地权力关系-空间形态-地方情感理论研究框架；2）厘清资本、权力与情感在滨海旅游地空间演化与地方重构中的功能与作用机制；3）回应发展实践过程中的现实困境，并为滨海旅游规划管理、地方性保持、可持续发展等提供科学依据。

新世纪以来，中国旅游业正在经历由资源主导向资本积累推动下的转型发展，各类资本尤其是财团资本将相对偏远的旅游目的地纳入到全球化生产和消费网络体系，也在不同尺度上消解和重构着地方的社会意义。同时，资本、政府、地方等多元利益相关者之间权力结构的多元化，也加剧了旅游地发展演化的复杂性，对旅游目的地可持续发展带来新的挑战。借助新马克思地理学的理论视角和分析方法，从“资本-地方”互动的权力关系入手，揭示旅游地发展演化及空间生产背后的政治经济关系，以及旅游地发展对于地方意义重构的影响，有助于拓展和深化传统旅游地理学对于旅游目的地发展的研究议题。本项目聚焦于正在经历资本化浪潮的广东滨海旅游地，重点呈现财团资本、政府权力和地方情感之间的冲突和协商，展现行动者之间的权力关系如何嵌入在广东滨海旅游地空间生产与地方重构过程中。研究发现：1）资本推动下的广东滨海旅游再开发热潮，实质上是资本全球化逻辑与资本空间地理扩张策略的结果，是资本为缓解在城市空间的过度积累危机而进行的“空间修复”（spatial fix）过程。2）相对边缘的滨海旅游地再开发进程中同样存在着增长机器联盟，但相对于全球城市中地方政府的相对强势，在滨海旅游地的增长机器联盟中，资本财团往往拥有更多的话语权；地方政府与资本财团的权力边界不清晰；地方政府与资本财团的权力关系存在动态演化过程。3）相对于海南财团资本主导下的飞地式滨海旅游发展模式，广东滨海旅游地空间生产过程中更多表现出物质空间和社会空间的融合和混杂（hybridity）。这是因为资本、权力和地方之间的权力关系相对平衡，特别是当地社区的经济理性和民间信仰成为地方与资本和权力进行空间抗争和协商的有力武器。资本不清场，地方不退场，这是滨海旅游地在全球化与地方化协商过程中，广东案例体现出的最突出的理论价值。
