环境管制影响下的产业空间组织演化机理与地方产业重构研究__以广东省为例

With the institutional turn in Economic Geography, many studies have focused on the industry developing impacted by environmental regulation, which have been an important topic in Economic Geography. The studies also have a very practical significance with the environmental problems being concerned. In this research, the methods of mathematical statistical, spatial analysis in GIS, literature review, case analysis, questionnaire and depth interview are used on the basis of precedent achievements from location theory, environmental economics and management, and so on. First, evolution mechanism of Industrial spatial organization impacted by environmental regulation's change will be analyzed. Then, what are characteristics and mechanism of Industrial spatial organization impacted by environmental regulation from global to local scales. Finally, how do the local industries develop impacted by environmental regulation will be discussed. The three key question in the study which will be solved are: (1)How the environmental regulation impact the evolution of industrial spatial organization? (2) What is the mechanism of industry's developing impacted by environmental regulation under the scale from global to local. (3)How the industries will develop impacted by the environmental regulation. The academic study follows the route from 'theoretic assumptions', 'empirical test', 'summarization' to 'practice'. The study hope to be a provide evidence for government policy making to solve the industry developing and environmental protection and also for enterprise development strategy making.

在经济地理学制度转向的背景下，环境管制对产业发展的影响已逐渐成为经济地理学研究的重要话题之一，在环境问题日益不断关注的环境中，此方面的研究也具有广泛的现实意义。本研究依据在区位理论、环境政策学、环境经济学等相关研究的基础上，运用数量模型分析、GIS空间分析、案例分析法、问卷调查和深度访谈等多种方法，先研究环境管制的变化对产业空间组织演变的影响机理，再分析多种空间尺度的环境管制对产业空间组织的影响的特点和机制，最后探讨环境管制对地方产业发展的影响。本课题拟重点解决的关键问题是：（1）环境管制与产业空间组织变化的相关性；（2）不同空间尺度的环境管制产生的影响特征和作用机制；（3）环境管制对地方产业重构的作用机制和实现途径等问题。 遵循"理论假设- - 实证验证- - 理论总结- - 应用推广"的学术规范，以期为政府有关产业政策、环境政策，以及企业发展战略的制定提供借鉴。

在经济地理学制度转向的背景下，环境管制对产业发展的影响已逐渐成为经.济地理学研究的重要话题之一，此外中国产业转移大趋势和环境管制日益严格的大环境中，本研究也具有广泛的现实意义。本研究通过文献梳理、企业访谈、模型分析和GIS空间分析方法，建立环境管制对产业转移的影响的理论框架，研究环境管制对广东省污染密集型产业空间的影响特征和作用机制，以及这种变化所带来的环境后果，然后研究本地尺度和企业尺度的环境管制对产业空间组织的影响特征和作用机制，提出地方层面的应对环境管制的产业重构模式。本研究发现近年来环境管制已成为影响中国污染产业空间分布的重要因素之一，中国目前仍然走“先污染后治理”的发展模式，污染密集型产业由发达地区向欠发达地区迁移，同时导致污染随之转移的现象，提出从环境公正的角度出发，建立产业的转入地和转出地之间基于环境保护为目标的地区财政转移支付体系，以防止污染避难所的出现，并且建立ENGO、公众参与下的民主化和科学化的污染企业区位决策制度，由政府主导、企业配合、周边居民监督等循环产业园区的建设模式，绿色采购引导环境认证标志制度实施、以及企业和政府共同构筑绿色产业链等以实现环境管制影响下的本地产业重构。研究建立了广东省污染产业、社会经济、环境污染等相关数据库、相关政策文件和文献资料库，以及区域和城市层面的污染产业空间分布图集等相关成果，为地方产业发展政策和环境管制政策的制定提供借鉴，也为促进民众参与污染区位决策、绿色消费和环境监督提供案例支持。
