This is a performance evaluation research of education inormatization that falls into the educational management and policy field. The idea is to mirror and apply multi-subject theories and analytical methodologies to proceed comprehensive research on the underdeveloped Western Ethnic Area`s basic education informatization process. The intention of the research is to probe a scientific, systematic and efficient evaluation model and method to measure the performance of the basic education informatization process in order to promote scientific management and decision making of the related area, diminish the information gap of the basic education and facilitate the sharing and joint developing of the superior educational resource. In the study the samples were stratified dewed from schools in the area, survey investigation and statistic analyze were applied and field research, interview were also conducted, data research and variance analysis of the basic education informatization performance evaluation of the relevant area were implemented in order to explore the cause and influence variance of the information gap, propose preferred plan of narrow the information gap, impel the collaboration of the informational technology and education process and carry forward the basic education informatization level of the Western Ethnic Area scientifically. This research focused on the theoretical and practical study in education-informatization-relevant problems in particularly the Western Interior Open Ethnic Area which has great application in terms of facilitating the development and stabilization of the area.
本项目属于教育管理与政策领域中的教育信息化绩效评估研究。关注西部民族地区基础教育信息化均衡发展的问题。创意在于借鉴和应用多学科理论和分析方法,对西部欠发达的民族地区基础教育教育信息化问题进行综合性研究,探索如何建立一套科学、系统、有效的基础教育信息化绩效评估模型和绩效评估方法,推进相关领域管理和决策的科学性,缩小基础教育数字鸿沟,促进优质教育资源共建、共享。分层抽取样本地区、学校,应用问卷调查及统计分析,访谈、实地调查,开展相关地区基础教育信息化绩效评估的数据调研和差距分析,运用面板数据和绩效评估方法,分析样本地区学校的绩效差距,探查差距背后的原因和影响因素,探索缩小数字鸿沟的最佳方案,有效地推进信息技术与教育融合,科学推进西部民族地区基础教育信息化水平。本研究对教育信息化相关问题开展理论和实践研究,尤其是针对西部内陆开放的民族地区,对促进这一地区及相关区域的发展和稳定具有较高的应用价值。
本项目的研究成果主要围绕以下两方面产生:(1)西部地区基础教育信息化绩效评估指标体系及评估模型构建研究;(2)西部地区基础教育信息化发展路径探究。.在第一方面,依据西部地区基础教育信息化发展的实际,基于绩效技术的方法,综合运用各种工具,开发设计了适用于西部民族地区的基础教育信息化绩效评估模型,取得了重要成果,特别是在西部地区基础教育信息化绩效评估指标体系设计(ETCS)方面取得了进展。.在第二方面,应用评估模型和指标体系,开展样本学校的基础教育信息化绩效评估数据调研和差距分析,探查差距背后的原因和影响因素,提出以有效提升教育信息化绩效水平为目标,以绩效评估为手段和机制,以构建互联网+为支持体系的教育管理机制创新、学习环境建设、教师专业发展、课程与教学信息化、学生创新素养培养的教育信息化生态系统。以建设教育信息化应用示范校、示范区为抓手,整体提升区域基础教育行政组织信息化领导力为突破口的教育信息化改进路径。
