In the situation of the robust urbanization and construction industry development, the research program aims to decrease the negative externality and carbon emission during the urban planning process, from the vantage point of optimizing the formation and implementation of regulatory detailed planning. Within the constraint of urban low-carbon ecology, the regulatory detailed planning could develop spacious real right relationship restrain to its maximum, so as to attain the research objective of sustainable development.The research, through the statistical study on low-carbon ecological index systems at home and abroad, will construct low-carbon ecological indicators combination of detailed planning, build the indicator system, , and assign values to the indicators according to the factors and carbon emission requirements. The research will build the mathematic model, comparing and analyzing the ideal statistic simulation, low-carbon scene simulation, and project evaluation data.The research will build low-carbon ecological space control model, providing technological measures for the systematicness, comprehensiveness, operability of the system construction.And the research will provide the objective, practical platform for the urban sustainable planning and construction management, meanwhile providing the theoretical framework and statistic support for the formulation of the following regulation and the implementation details.
本项目针对我国当前快速城镇化、建筑业蓬勃发展的现状,以控制性详细规划编制实施的优化为着眼点,以求实现减少城市规划建设的负外部性及碳排放量,使其在城市低碳生态的约束下,能够最大限度地发挥约束空间物权关系,实现城市可持续发展的研究目标。具体研究中通过对国内外低碳生态相关指标体系的统计学研究,创建控规低碳生态指标项集合,初步构建指标体系,结合控规特点及碳排放约束要求对指标项量化赋值。建立控规低碳生态数学模型,并进行理想数据模拟、低碳情景模拟与实例工程测评数据比较分析;建立低碳生态的空间管制模型,在构建控规低碳生态指标体系的系统性、综合性和可操作性上提出行之有效的技术手段。为城市可持续发展规划建设管理构建客观、实用的基础平台,也为下一步规划建设管理相关规范及实施细则的制定提供理论基础和数据支撑。
针对现行的控制性详细规划中,关于低碳生态技术指标体系难以指导低碳城市建设的问题,遵循控制性详细规划分级控制的编制管理思路,从地块控制、公共服务设施、交通设施、市政设施、开放空间、综合交通、防灾等方面选取生态技术指标,编制生态技术实施导则,形成“分级控制、刚弹结合、分类实施、权责分明”的“总控规、三导则” 控规管理体系。并选取中新天津生态城作为典型案例进行具体说明。为探索生态技术指标与控制性详细规划的结合提供了理论依据和实践路径。
