全球专利竞赛下的企业专利运营行为模式与专利导航机制研究

On the basis of analyzing the characteristics of the global patent race and its effects on Chinese enterprises, this project summarizes Chinese patent operation situation, current patent navigation status and their problems. It defines the conceptual meaning and the scope of patent operation and patent navigation, at the same time, it puts forward the concept of related network of patent operation, reveals the network characteristics and evolution principles, analyzes the levels and impact factors of patent competitive potential, and designs the methods of patent competitive potential identification and potential difference measurement. Then, it makes analysis on enterprise patent operation behaviors and divides them into several patterns, constructs the selection model of patent operation behavior patterns, and proposes the conversion method of patent operation behavior patterns based on the upgrading of patent competitive potential. After that, it makes research on the function of patent navigation and its effects on the enterprise patent operation. It also designs patent navigation development mode and operation mode suitable for China. Moreover, the idea of Chinese patent navigation development is put forward, the patent navigation mechanisms are designed from three aspects of requirement mining, resource integration and service matching, and some guarantee tactics of implementing mechanisms are given. This research may provide theory and method support for enterprises in China to identify competitive potential in the global patent race and to select patent operation behavior patterns. It also can provide references for government to hold patent navigation principles and establish and improve the patent navigation mechanisms. Such research has theoretical significance and practical value on improving the patent operation level and international competitiveness of our country as well as perfecting the patent navigation system.

分析全球专利竞赛特征及其对我国企业的影响，总结我国专利运营态势、专利导航现状和存在问题；界定专利运营和专利导航的概念内涵和范围，提出专利运营相关网的概念，揭示其网络特征和演化机理，分析专利竞争位势的层次和影响因子，设计专利竞争位势识别方法和位势差测度方法；剖析企业专利运营行为并划分其模式类型，构建专利运营行为模式选择模型，提出基于专利竞争位势升级的专利运营行为模式转换方法；分析专利导航功能，研究专利导航对企业专利运营的影响，提出我国专利导航发展思路，从需求挖掘、资源整合和服务匹配三个方面设计专利导航机制，提出机制实施保障策略。本研究可为我国企业在全球专利竞赛中识别竞争位势和选择专利运营行为模式提供理论方法支持，同时也为政府把握专利导航作用机理和建立健全专利导航机制提供参考，这对于提高我国专利运营水平和国际竞争力以及完善专利导航体系具有理论意义和实际价值。
