准公益性PPP项目脆弱性演化机制、测度方法及综合治理研究

Public-Private-Partnership model has been an inevitable choice as the economy in our country entering the new normal. The administration of vulnerability must be strengthened to ensure maximization of social profits. The project explains the evolution mechanism of vulnerability by using exposure interact with elasticity of quasi-welfare PPP projects as the point of penetration, analyzing the evolution law of vulnerability based on public interests, using the evolutionary economics methods and building the byelaw and external rules of vulnerability evolution mechanism. Based on these, the assessment index system of exposure and elasticity is established by using the in-depth interview and grounded theory and structural equation modeling, and analyzing the influence factors of vulnerability and the evaluation mode of vulnerability is established based on system science methods. The coping strategies of vulnerability are raised by analyzing the specific cases and theoretical achievements. The project can provide theoretical principles and promising methods to solve the problems which are about the vulnerability of Quasi-welfare PPP projects, promote the better achieved of public interests, conducive to project management and promote a broader use of PPP model.

推广政府与社会资本合作模式是我国经济发展进入新常态后的必然选择。准公益性项目是当前我国推行PPP模式的主要项目类型。为确保准公益性PPP项目社会效益最大化目标的实现，必须通过分析项目脆弱性，动态反映项目应对不确定性因素的能力。本项目以准公益性PPP项目"暴露"与“弹性”的相互作用为切入点，基于公众利益视阈，从分析项目脆弱性的演变规律出发，运用演化经济学方法，建立项目脆弱性演变的“内部规则”和“外部规则”，解释项目脆弱性演变机理。在此基础上，运用深度访谈扎根分析和结构方程模型，分析项目脆弱性影响因素，以此构建“暴露”与“弹性”的测度指标体系，并基于系统科学方法，建立PPP项目脆弱性测度模型，并在案例分析基础上提出PPP项目脆弱性综合治理体系。本项目研究为解决准公益性PPP项目脆弱性问题提供理论基础和可行方法，有利于推进项目公众利益的更好实现，有效支撑政府PPP项目管理工作。
