基于中外比较及博弈分析的政府统计组织与改革研究

The low quality of chinese government statistical data is always a difficult problem for the government statistics departments and it has got the public's high attention and it is statisticians diligently strive after goal to seek new plans of reform of statistical organizations. That foreign research and reform practices have showed, reform of statistical organizations is an effective means to enhance the quality of the data. The domestic research have showed, the reform of statistical organization is the key, but some ideas or plans of reform has thin demonstration, and avoidance discussion of the benefits of reform, so their credibility and feasibility is not high. Our National Natural Science Fund Project " government statistics and it's reform：under the impacts of statistical data production games " (70963011) confirmed that complex internal and external relationships of statistical organizations is one of the basic causes of the low data quality; China statistical data production is particularity. This project will take statistical organization internal and external environment analysis as the basic method, to explore with China statistical development experience, absorb foreign statistical organization reform experience and consider game equilibrium of China statistical organization reform.This project First proposed the main direction of the organization of the reform is to simplify.This research project has both significance of system understanding of the statistical organization environments, the reseach method innovation, And application prospect in planning of statistical development, eliminating organizational origin of the data quality problem, effectively promote the government statistics reform deepen.

统计数据质量不高，一直是公众高度关注、统计部门头痛的难题。寻求新的改革构想，是统计学家孜孜以求的目标。国外的研究和改革实践表明，统计组织改革是提升数据质量的有效手段。国内研究表明，统计组织改革是关键，但已有的改革构想论证单薄，且回避改革的利益分析，可信性和可行性不高。 我们的结题国家自然科学基金项目《在统计数据生产博弈影响下的政府统计及其改革研究》（70963011）中证实，中国统计组织的内外关系复杂，是数据质量不高的基本原因之一；中国统计数据生产有其特殊性。 本项目以统计组织的内外环境分析为基本手段，探索具有中国统计发展经验支持、同时吸收国外部分统计组织改革经验和考虑统计博弈均衡的统计组织改革构想。首次提出统计组织改革的主方向是简化，这既有系统认识统计组织环境、创新统计改革研究的方法意义，又有消解统计数据质量不高的组织成因、推动政府统计组织改革深化的应用前景。

统计数据质量不高，一直是公众高度关注、统计部门头痛的难题。我们从组织理论，特别是公共组织理论出发，采用统计博弈表达的利益分析，展开纵向和横向的政府统计组织的综合比较；继续采用和推进 “多视角比较与综合”方法；继续走偏重理性、客观的研究路线，考虑了中国特性，产生了一些新的、比较客观的可应用成果：.(1)分别挖掘了中国计划式统计和当前中国统计的组织设置特征。计划式统计组织严格按行政层级、行政隶属关系和行政区划全面覆盖设置。当前统计组织依照《中华人民共和国统计法》设置，仍然是纵横向全覆盖，把地方统计放在地方领导人手边。在全新环境下，这一定程度地引致了统计效率不高、统计数据受部分负面性统计博弈影响。.(2)区分了综合统计组织的工作环境和一般环境，构造了综合统计的五种竞争力模型，反映相互间的利益互动：统计机构的环境复杂，独立性不足、数据质量受影响。.(3)当前政府统计存在着供给侧问题。发现统计生产者与使用者之间缺乏有效沟通与协调的机制，不能充分收集用户需求信息与响应用户需求。. (4)30国与中国的政府统计组织比较。被选取国家的统计工作基础较好，都是主权国家，且包括一些人口大国及转型国家。集体性地考察了这些国家的政府统计组织在国家结构、行政区划约束下的设置方式。比较后发现：统计组织设置与国家结构有一定的关联；集中型统计不占多数；纵向非全面设置占绝对多数；各级统计组织都拥有比较独立的地位；在参照中国特性后，可以借鉴。 .(5)半个世纪前后统计组织环境纵向比较。从14个维度看，统计的内外工作基础完全变了，工作方向转过来了，但身体和体质未跟上。这是当前统计组织的基本问题。.(6)提出新猜想：除在全国性统计需求之外，中国存在地方性统计需求。.(7)要参照中国特性，推进政府统计组织的独立性、改进环境；组织改革主方向是简化+强化，即适度纵向扁平化和适度横向简化，增强与用户的沟通和反馈机制；改革的利益博弈不可避免，要有长短期策略；自然要进一步研究。
