基于伙伴类型与关系的技术标准联盟治理研究

In the network economy, standard-setting alliance(SSA)has become a new institutional arrangement for complex systematic innovations, and an important organization mode for implementation of technology standard strategy. Effective governance arrangement is a key decisive factor about whether alliance can realize the goal of standardization. This project explores the choice mechanisms about arrangements of formal and informal governance in SSA from the perspective of its hybrid partner structure caused by special alliance objective..In particular, based on game models, case studies and other research methods, three issues will be solved in this project. First, distinguishing partner types and their dependency relationships following the life cycle of technology standard, and further generalizing typical modes of organization and operation process in SSA. Second, aiming at typical partner relationships and governance demands, virtual formal and informal governance arrangements will be explored, and the effectiveness will be compared based on evaluations of governance arrangements. Third, according to each induced mode of organization and operation in SSA, all typical governance forms implemented in the whole process will be summarized. As a result, the pools of valid governances and the synergetic mechanisms under each mode could be distinguised. Based on above findings reached from three issues, theories about SSA's organizations and governance can be constructed.

网络经济时代，技术标准联盟(简称SSA)是应对复杂性系统创新和实施技术标准战略的新型制度安排和重要组织形式。技术标准联盟能否实现技术标准目标，有效的治理安排是关键性影响因素。本项目以SSA特定目标所导致的独特伙伴结构为切入点，揭示SSA中正式和非正式治理安排的选择机制，以提高联盟效率并实现战略目标。.具体而言，项目将借助博弈论、案例分析等研究方法，解决三个问题：一是基于技术标准生命周期剖析联盟中的主要伙伴类型和依赖关系，并在此基础上归纳SSA典型的组织和运行模式；二是针对典型的伙伴关系及其治理问题，探讨正式和非正式治理安排，并通过效应评价对治理安排的有效性进行判别；三是基于所提炼的SSA组织和运行模式，分别对各自运行过程中包含的主要治理安排进行归纳，进而揭示各种典型组织模式下有效治理安排的组合及其协同机制。综合以上研究发现，最终构建技术标准联盟的组织和治理理论。

技术标准联盟(Standard-setting alliance，SSA) 是网络经济时代应对复杂性系统创新的新型制度安排，也是企业/产业/区域/国家实施技术标准战略的重要组织形式，而有效的治理安排是决定SSA战略绩效的关键影响因素。本项目以SSA特定的战略目标以及相应的独特伙伴结构为切入点，综合运用了文献研究、概念模型、数理经济学模型、案例分析、实证研究等多种主流研究方法，集中探讨了SSA中典型正式治理结构和非正式治理安排的选择机制，并揭示了相应的联盟效应。具体而言，课题组对三个问题进行了探索性研究：一是基于技术标准联盟生命周期和联盟功能解构剖析了SSA中的主要伙伴类型和依赖关系，并在此基础上归纳了SSA典型的组织和运行模式；二是针对典型的伙伴关系及其治理问题，探讨了SSA中的正式和非正式治理安排，并通过效应评价对治理安排的有效性进行了价值判断；三是基于所提炼的SSA组织和运行模式，分别对各自运行过程中包含的主要治理安排进行了归纳，不仅揭示了技术标准联盟治理问题的“组合性”本质，而且针对各种具体典型组织模式探讨了相应的治理安排及其协同机制。
