Government's development strategy of regional economic integration is a critical means to construction a coordinated regional economic development in China. As to the role of government in promoting coordinated regional development, theorists have very different views. However, it is indisputable that regional integration practice is led by the Government in China. In fact the government-led mode means repositioning the identity of the original area, in order to promote coordinated regional economic development. Basd on the governing adaptation and governing coordination theory,this project plans to do empirical research in three steps in view of identity governance. Firstly, we will analyze the identity governance and coordinated development of the regional economic integration within provinces with the cases and data of Pearl River Delta. Secondly, we will analyze the the identity governance and coordinated development of the regional economic integration among provinces with the cases and data of the Pan-pearl River Delta and Yangtze River Delta. Thirdly, through the identity governance effect we will explore the optimization mechanism in promoting the regional economic integration. Based on the above analysis ,this project will provide a new perspective for the further study of coordinated regional economic development, and will expand related theory of the coordinated regional economy development. In addition, this project will provide the empirical evidences for local governments to improve the governance efficiency of regional coordinated development, and will provide some corresponding theories and policies which can support different levels local governments to implement series of national development strategy and plan effectively.
政府推行区域经济一体化战略是我国构建区域经济协调发展的重要手段。尽管理论界对其作用的认识有着截然不同的对立观点,但我国政府主导区域经济一体化实践却是不争的事实。政府主导实际上就是对原有区域身份的重新定位,并借助身份治理手段推动区域协调发展。项目拟从管理学的身份治理视角出发,以治理适应和治理协调的主流理论方法为基础,结合政策评估方法,以珠三角为案例对我国一省内部区域经济一体化的身份治理效应和协调效应进行实证研究,以泛珠三角和长三角为案例对我国跨省区域经济合作的身份治理效应和协调效应进行实证研究,透过身份治理效应探寻能够促进我国区域经济一体化协调发展的身份治理优化机制。本研究可为考察我国区域经济协调发展提供新的视角,一定程度上拓展区域经济协调发展的相关理论;为地方政府提升区域协调发展的治理效率提供经验证据,为我国各级地方政府有效实施系列国家战略层面的规划纲要和发展战略提供相应的理论和政策支持。
政府主导区域经济一体化战略是具有中国特征化的事实,本项目基于这一特殊视角,运用管理学的治理理论和经济学的政策评估方法,以珠三角、泛珠三角和长三角地区为考察对象,从理论和实证两个层面对其身份治理效应和协调效应开展了研究。理论层面上,提出了“身份治理”的概念,探讨了身份治理的理论基础和身份治理的协调机理。在此基础上,多层次、多视角探讨了政府主导区域经济一体化战略影响区域经济协调发展的“协调效应”:一是探讨了区域一体化战略影响区域经济增长的效应。二是探讨了部门协调下出口贸易拉动经济增长的路径。三是探讨了政府主导区域经济一体化战略影响区域产业结构优化的机制和路径。四是探讨了政府主导区域经济一体化影响区域经济高质量发展的差异化、机制和路径。五是探讨了省区内部一体化和跨省区一体化影响区域经济协调发展的差异化水平。六是遵循由宏观、中观到微观的分析逻辑,探讨了区域协调发展和区域协调机制优化。本项目基于政府主导区域经济一体化这一特殊视角开展研究,特殊视域获得了新的见解和新的政策主张,对中国特色区域经济一体化实践具有重要参考意义。本项目多视角的政策评估,为多角度理解区域经济协调发展效应和协调发展机制提供新的认识视域,为中国区域经济一体化发展模式选择提供理论支撑。
