基于全局权重的绩效评价、改进方法与应用研究

In reality, uncertainty on prices (or weights) of attributes are always high with many reasons and wide phenomenons. Theory of performance evaluation based on the weight selection is the hot research topic in the discipline of management science. The project first analyzes the trend and stutas of the related literature, proposes an approach of performance evaluation based on the full space of weights, and the main contents include: (1) the sampling algorithms based on full space of weights; (2) the probability measure method of efficiencies, rankings and the efficiency dominance; (3) methods of performance improvement based on full space of weights. These studies propose some new efficiency evaluation appraoches on one hand, and improve some existing DEA appraoches on the other hand, which enrich and improve the DEA theoretical system to some extent. The proposed approach will be applied to some practical issues of performance evaluation and improvement for hospitals, and provides valuable policy recommendations for decision makers of Chinese healthcare industry.

现实中，指标价格（或权重）的不确定性高、原因多、现象广。基于权重选择的绩效评价理论研究是管理科学领域的一个国际性研究热点。本项目首先通过文献的现状分析和发展趋势，提出应重点发展基于全局权重的绩效评价和改进方法的研究，主要研究内容包括：（1）全局权重空间的Sampling算法；（2）效率、排名、占优的概率测度方法；（3）基于全局权重的绩效改进方法。这些研究一方面提出了一些新的效率评价方法，另一方面改进了一些现有DEA 方法，在一定程度上丰富和完善了DEA 理论体系。研究成果拟应用于医院的绩效评价与改进等实际问题中，为中国医疗服务行业的决策者提供有价值的决策建议。

本项目研究团队基于全局权重模式下的绩效评价对其理论、方法进行了深入研究，并将与理论研究成果应用于医院绩效等现实问题。据统计，在论文发表方面，一共发表论文35篇，包括SCI论文25篇，国内期刊论文5篇，其中基金委管理学部认定 A、B国际期刊论文16篇，基金委认定的A类国内期刊论文6篇；资助2名博士生参与国际会议并做口头报告5人次；人才培养方面，受本项目的资助，到目前为止，已培养硕士毕业生6名、博士毕业生4名、在读博士生2名；在科研奖励上，2018年获得安徽省人民政府颁发的省自然科学一等奖；成果应用方面，获得国家发明专利2项；该项目将理论成果应用于国家税务总局反洗钱、国家发改委企业评价，以及安徽省医院的绩效评价和改进研究。并以此检验本项目的理论研究成果。
