The key problems of realizing mechanism and policy design of cooperative innovation about Wind Power Technological Equipment will be solved systematically taking the way of method innovation in this project. (1)A measure method of cooperative innovation ability about Wind Power Technological Equipment is proposed in the process of wind power industry cultivation.The change of model parameters about Value output and value transfer should be analyzed when the policy and market environment changes.How to judge the key nodes and the key value-added chain in the innovation network is very important. The effect and optimized selection of various schemes are systematic researched in different stages of government supporting Wind Power Technological Equipment. (2)A GERT model of Cooperative Innovation about Wind Power Technological Equipment based on value flow will be built in this project. A GERT network for solving method is proposed in the process of Cooperative Innovation about Wind Power Technological Equipment. The difference of activity sequence and process characterization and the consistency of value transfer and process time among the main are inspected in the GERT network. A GERT network simplification method is constructed and the complete solution is put forward in this project. (3)The policy design of Cooperative Innovation about Wind Power Technological Equipment is implemented. According to the method of intelligent project, the optimal supporting policies will be selected and simulated under the condition of known policy target. Countermeasure combination effect will be researched by computer simulating experiment in this project.Feasibility scheme can be provided for government decision-making.
本项目在研究方法上进行创新,旨在系统解决我国风电技术装备协同创新的实现机制与政策设计的关键性问题:(1)提出一种风电技术装备协同创新能力测度方法。分析风电技术装备协同创新的价值产出、价值转移等模型参数变化,判断协同创新网络中的关键节点和关键价值增值链,深入研究政府在风电技术装备协同创新的不同阶段给予支持时各种方案的作用效果。(2)建立基于价值流动的风电技术装备协同创新GERT网络模型,提出风电技术装备协同创新GERT网络的求解方法。研究GERT网络中创新主体间交易价值传递与过程活动时间累加的一致性、活动顺序与进程表征的差异性,构造风电技术装备协同创新GERT网络的结构化简方法。(3)进行风电技术装备协同创新的政策设计。运用智能工程的方法,实现已知政策目标情况下的推理模拟,实验仿真风电技术装备协同创新的对策组合效应;深入研究如何对政策方案进行参数化处理并提供可行性方案,为政府决策提供参考。
