城市群创新价值链锁定的机理、效应及突破路径研究

Innovation developing of urban agglomeration bears the historical task of preempting high land of the global value chain and the global innovation chain. However, the spatial locking of innovation of continuous polarization and synergy deficiency restricts the comprehensive strength improvement of urban agglomeration innovation. The innovation value chain is introduced into the research of urban agglomeration innovation, and the following research is carried out. (1) Five stage model of the urban agglomeration innovation value chain is constructed, then the value distribution and the spatial distribution of innovation in urban agglomeration is analyzed. (2) According to phase division of path dependence, locking mechanism of innovation value chain of regions, industries and enterprises is analyzed from the macro, medium and micro level layer by layer. (3) According to the five stage of the innovation value chain, a multi-dimensional comprehensive model for evaluation of locking effect of innovation value chain in Urban Agglomeration is established to evaluate the degree of lock-in and impact of innovation capacity and efficiency in urban agglomeration from the three dimensions of time, space, and economy. (4) Finally, based on the locking mechanism analysis and lock-in effect evaluation of urban agglomeration innovation value chain, key breakthrough points for unlocking locks are identified, and potential breakthrough paths of urban agglomeration innovation value chain lock-in are put forward. This study aims to promote reasonable division and coordinated development of urban agglomeration innovative value chain, and to promote the leading role of urban agglomeration in innovation developing.

城市群创新发展承载着抢占全球价值链与创新链高地的历史重任。而极化持续、协同不足的空间锁定，制约着城市群创新综合实力提升。本课题，将创新价值链引入城市群创新研究中：(1)构建城市群创新价值链五阶段模型，分析城市群创新的价值分布与空间分布规律；(2)路径依赖对于锁定形成过程的划分，从宏观、中观、微观逐层次剖析区域、产业、企业的创新价值链锁定机理；(3)按照创新价值链五阶段划分，从时间、空间、经济三个维度，建立城市群创新价值链锁定效应评价的多维度综合模型，测定城市群创新能力与效率的锁定程度及影响；(4)最后，基于城市群创新价值链锁定机理分析与效应评价，找出锁定解除的关键突破点，提出城市群创新价值链锁定的潜在突破路径。以期推动城市群创新价值链合理分工与协同发展，促进城市群创新引领作用发挥。

城市群已经成为世界经济竞争的主要空间载体，成为科技创新竞争的主战场。把握城市群创新价值链锁定与突破规律，有助于提升城市群创新协同水平与综合实力，促进城市群创新引领作用发挥，支撑国家创新战略，更好参与全球创新链与价值链竞争力。.项目研究围绕城市群创新价值链锁定的机理、效应及突破路径开展研究。构建了知识创新、研发创新、产品创新、工艺创新、市场创新的创新价值链五阶段模型，丰富了创新价值链的维度。从创新、价值两个维度解构创新增值与价值传递情形，解释了创新价值链的形态变化。以长江经济带为例，检验了环境要素对创新价值链分工锁定的不同影响，进一步证实了区域创新系统的根植性。实证分析证实了珠三角城市群存在的创新价值链锁定。最后归纳提出主体活力创新提升、基础科技创新培育、产业龙头创新引领、商业模式创新爆发、特区探索创新集成五种创新价值链锁定突破路径。.项目研究将有利于推动创新价值链分工理论研究的持续深化，提升实证研究的系统性。同时，为城市群创新分工、协同提供理论支撑，为城市创新战略定位提供科学指导，为城市间创新竞争与跨越发展提供借鉴。
