战略性新兴产业创新要素有效供给研究

Strategic emerging industries increasingly become an important engine for global economic recovery.There are seven strategic emerging industry in China to be determined to focus on developing ,who are the Energy saving and environmental protection industry 、the New generation of information technology industry、the Bio-industry、 the High-end equipment manufacturing industry、the New energy industry、the New material industry and the New energy automobile industry. No country has not yet fully formed dominance at present, including the developed countries. There is a wide gap between China and developed countries in strategic emerging industry, and has some problems : innovation input fragmentation, a serious brain drain of high-tech, low conversion rate of scientific and technological achievements, industrial policy is not perfect and so on. Although there are changes in the external environment, weak market demand factors, the main contradiction turn into the effective supply of innovative elements does not match demand, fragmented integration of innovation factors, and other structural issues. The project carries out the research of strategical emerging industries innovation factors effective supply focused on Supply school 、System theory、Evolutionary economics and so on, to set up effective supply system of innovative elements, then from the innovation elements of strategic emerging industry to match supply and demand, to carry out the study of the effective supply mechanism and its influencing factors on the innovative factors of the strategic emerging industry, to construct an effective delivery system on the innovative elements of the strategic emerging industry ,to complete the model and mechanism of strategical emerging industries innovation factors effective supply, to design the path of strategical emerging industries innovation factors effective supply ,to form a new paradigm of strategical emerging industries innovation factors effective supply, to improve supply efficiency, to enhance international competitiveness of strategic emerging industry.

战略性新兴产业日趋成为全球经济复苏的重要引擎，我国确定重点发展节能环保、新一代信息技术、生物产业、高端装备制造、新能源、新材料和新能源汽车等七大战略性新兴产业。目前，包括发达市场经济国家在内的任何一个国家都还没有完全形成主导优势，我国战略性新兴产业仍存在创新投入碎片化、高科技人才流失严重、科技成果转化率较低、产业政策不健全等问题。战略性新兴产业存在的问题虽然有外部环境变化、市场需求不振因素，但主要矛盾转化为创新要素有效供给与需求不匹配、创新要素碎片化等结构性问题。本项目围绕供给经济学、系统论、演化经济学等开展战略性新兴产业创新要素有效供给理论研究，由战略性新兴产业创新要素供给与需求匹配切入，开展创新要素有效供给机理及影响因素研究，建立创新要素有效供给体系，探索创新要素有效供给体系动力与反馈作用，完善创新要素有效供给模式和机制，优化创新要素有效供给路径，形成战略性新兴产业创新要素有效供给新范式，提高创新要素有效供给效率，提升战略性新兴产业国际竞争力。

我国战略性新兴产业仍存在创新投入碎片化、高科技人才流失严重、科技成果转化率较低、产业政策不健全等问题。在“供给侧改革”背景下，项目从供给端入手，不断优化创新要素有效供给，同时注重从供给和需求侧协同推进，促进产业提质增效，进行了以下研究：（1）战略新兴产业创新要素有效供给相关概念研究，得出创新人才要素，创新投入要素，创新技术要素和创新政策要素是本项目研究重点。（2）战略性新兴产业创新政策供给现状研究，得出技术是当前国家制定战略性新兴产业政策的重要主题，创新目前在驱动战略性新兴产业发展方面发挥着至关重要的作用，同时存在发展规划类政策较多、部门协同制定政策偏少等问题。（3）战略性新兴产业创新要素供给效率评价研究，得出我国战略性新兴产业创新要素供给水平不同区域发展差异较大，东部地区的综合指数与各个子系统指数都优于中西部地区。（4）战略性新兴产业创新要素有效供给体系研究，揭示了对战略性新兴产业创新要素有效供给体系发展有显著影响的五大因素：组织体系、外部环境、要素结构、企业战略、服务能力，其中，组织体系构建是提升战略性新兴产业有效供给体系发展的基础，外部环境是保障，要素结构是引擎，企业战略是动力，服务能力是支撑。（5）战略性新兴产业创新技术有效供给模式，得出合作博弈情形下，创新技术质量、创新技术供需双方收益分配及整体收益均实现最优，即通过自主创新，推进核心创新技术供给的内生化，可以实现创新技术有效供给。（6）战略性新兴产业创新人才有效供给模式研究，得出集成电路产业创新人才有效供给应采用高校和集成电路产业中的企业为人才供给的“二元”主体，政府与社会多元共同参与的协同供给模式。（7）战略性新兴产业创新要素有效供给机制研究，得出市场机制和供给机制是推进战略性新兴产业创新要素有效供给的核心机制，并需要根据实际情况辅之利益分配机制、政府引导机制、伙伴关系机制、风险分担机制和信任机制。
