基于CBD的项目风险应对决策理论与方法研究

Study on project risk response decision theory and methods based on CBD is a novel and exploring issue, which is put forward based on current domestic and international developments in project risk management research and management science practice. There are both theoretical meaning and practical significance in researching this project. The main research contents firstly are the theoretical model on project risk response decision analysis based on CBD, and then methods for similar case retrieval and response plan adaptation, further, study on methods for project risk response plan selection, finally, applications of the above research results to solving pharmaceutical research and development project risk response decision problem. The purposes of the research project are: introducing the CBD theory into the project risk response decision analysis, establishing and proposing project risk response decision theory and methods based on CBD, achieving high level research fruits, and making up for the difficulties of applying the existing project risk response decision methods for solving practical decision problems.

基于CBD的项目风险应对决策理论与方法研究是根据目前国内外项目风险管理研究发展动态和管理科学实践提炼出来的、具有前沿性和探索性的新课题，它不仅具有大量的实际背景，而且对于实现项目风险应对的最优决策具有理论研究意义和实际应用价值。本项目的主要研究内容包括基于CBD的项目风险应对决策分析的理论模型、项目风险应对的相似案例的提取方法、项目风险应对方案的修正方法和应对方案的优选方法等，在此基础上针对药品研发项目风险应对决策问题开展应用研究。本项目的研究目的在于：将CBD理论引入到项目风险应对决策模型研究中，提出基于CBD的项目风险应对决策理论与方法，使其理论与方法研究达到国际同类研究先进水平，取得较高水平的研究成果，弥补已有项目风险应对决策理论与方法解决现实决策问题的困难与不足。

本项目研究基于CBD的项目风险应对决策问题，具有重要的理论意义和实际意义。通过四年来的本项目研究工作，取得了较为丰硕的研究成果，其主要体现在七个方面：开展了项目风险应对决策的基础性方法研究、提出了基于案例推理的项目风险应对策略的生成方法、提出了考虑风险关联的项目风险应对决策方法、提出了考虑多因素的项目风险应对决策方法、提出了兼顾预防和保护的项目风险应对决策方法、提出了风险应对预算分配的决策方法以及项目管理的其他决策方法。通过本项目的研究，较好地完成了预期制定的研究计划，达到了预期目标。在本项目研究中，发表学术论文15篇，其中在《International Journal of Project Management》、《European Journal of Operational Research》、《International Journal of Production Research》、等SSCI/SCI检索的国际重要学术期刊发表论文10篇（其中JCR 1区论文6篇），在《系统工程理论与实践》、《中国管理科学》等国家自然科学基金委管理科学部A级重点认定期刊发表论文4篇。出版学术著作1部。入选辽宁省“兴辽英才计划”，获得沈阳市社会科学优秀学术成果一等奖和二等奖各1项。本项目研究工作的完成，对进一步发展和完善项目风险应对决策理论与方法做出了一定贡献。
