公共住房政策与公共住房：动力机制及政策协同研究

A lot of housing problems appeared in China along with the rapid process of urbanization. The openness， urgency and demand diversity of the housing system raise a huge demand for housing security. The project focuses on the followings: analyze the related concepts of housing public policy and public housing; on the study of the urban housing policy system and policy processes, find the essence, reasons, motives and effects of the problems of public housing, and analyze the causality and policy coordination between the inside and outside factors in policies; based on the study of the dynamic mechanism and synergy in public housing system, investigate the best housing public policy and public housing supply mode. This project will seek to import the of the dynamic mechanism and synergy in public housing system to the study of housing system, and supply theory, evidence and standardized procedures to improve the quality of housing public policy decision-making and the people's livelihood of urban housing.

目前我国已经步入快速城市化进程，随之产生了大量的住房问题。住房体系的开放性、紧迫性和需求多样性对住房保障形成巨大需求和提出更严厉的要求。本课题主要着眼于明析住房公共政策与公共住房的相关概念，通过对城市住房领域的政策体系和政策过程的研究，探求公共住房问题的实质、原因、动机和效果，分析政策系统内外诸因素之间的因果关系和政策协调性。在对公共住房体系的动力机制及政策协同研究的基础上，探讨最佳的住房公共政策和公共住房供应模式。本项研究力图将公共住房政策的动力机制和政策协同理论引入住房体系的研究，为改进住房公共政策决策质量、改善城市居民的住房民生提供理论、证据和规范化规程。

本研究主要研究目标是为快速城市化下的城市住房保障政策体系的完善提供相应的研究方法和对策。对涉及住房保障的相关理论问题进行系统地梳理，在此基础上，构建模型，利用统计的方法，估计出目前国内现状的一些变量之间的函数关系，从微观机理上反映住房市场目前的动力机制。通过对地铁与公共住房的空间关系和时间关系研究，以及学区对住房的空间效应影响研究，更好地揭示了公共住房的内在发展动力机制。通过公共住房政策分析研究，揭示了公共住房的外在政策协同框架。本研究的进展为公共住房的实践提供了理论依据。
