空间融合视角下西部大城市非正规空间及其治理研究

During the deep social transition period, the urban informal phenomenon exists widely in the China’s cities, and becomes an important policy focus in the new urbanization strategy. This project takes the western big cities as empirical cases, and studies the governance and integration of the informal space in the western big cities. From the microscopic level of daily life, the areas, groups, activities and characteristics of the urban informal space are described. The internal mechanism of the formation and development of urban informal space are observed from the perspective of multi subject intersection, the generation logic of urban informal space is explored from the three dimensions of institution-conduct-relation. According to the dilemma currently faced by urban informal space governance, social causes and institutional causes are analyzed, the benefit equilibrium model of urban informal space governance is construct to analysis of how to form the respective interests of the coordination mechanism within the body between the urban informal space to break the governance dilemma. The social spatial integration perspective is introduced to study on the differentiation and integration of the informal space in the western big cities. And the urban informal space development policy Simulation Research is conduct. On the basis of the above research, the project is to consider how to construct the social and economic sustainable development goals, including the material environment, to embody the space justice dimension of urban governance, to integrate urban informal space and urban area, and from two dimensions of physical space and social space to seek the policy suggestions on the governance and integration of urban informal space.

城市非正规现象广泛存在于深刻社会转型期的中国城市中，成为新型城镇化战略中的重要政策着力点。本项目以西部大城市为实证案例，对西部大城市非正规空间的治理与融合进行研究。从日常生活的微观层面详述城市非正规空间的领域、群体、活动和特征，运用多学科交叉融合的视角窥探城市非正规空间形成与发展的内在机制，统筹制度－行为－关系三个维度探究其产生逻辑；根据当前城市非正规空间治理面临的诸多困境，剖析其社会成因和制度根源，构建城市非正规空间治理的利益均衡模型，分析如何形成城市非正规空间内各主体间的利益协调机制以破解治理困境；引入社会空间融合视角，考察西部大城市非正规空间的分异与融合，对城市非正规空间的发展政策进行仿真。在此基础上，思考如何建构包括物质环境在内的社会、经济可持续发展目标，体现城市治理的空间正义维度，实现非正规空间与城市区域的融合，从物理空间和社会空间两个维度寻求城市非正规空间治理与融合的政策建议。

城市非正规空间由居民自发形成，代表城市中弱势居民群体的生活诉求，体现了城市低收入阶层的住房、就业及消费需求，是城市增长导致的多样化空间需求的特定表现，以及市场选择的结果。本项目选择部分西部大城市为实证案例，对城市非正规空间的现象、特征及社会经济功能进行了具体描述和分析，构建了城市非正规空间及其治理研究理论分析框架，该分析框架包括：1.城市非正规空间形成机制和内在逻辑理论，探究非正规空间形成和社会过程之间的相互关系；2.揭示城市非正规空间的治理困境及其深层根源，影响因素包括城市发展的历史惯性与累积机制、城市化水平、城乡关系、土地与住房政策等宏观背景，也与居民的职业、收入来源、家庭成长甚至家族历史有着密切关系；3.城市非正规性治理的现实反思及空间转向，揭示城市非正规性背后隐藏的空间生成机制及社会秩序；4.城市非正规空间包容性治理的路径选择，应以包容的态度去认识并接纳城市的非正规性，给予社会弱势群体平等的空间发展权利，保障其享受基本生活权益，体现社会公平性。在理论研究基础上，以乡城流动人口居住空间的类型特征及其融入城市社会影响因素的分析，考察城市居住空间分异与隔离现象；以南宁市非正规空间为样本，研究南宁城市非正规空间的现状、特征及治理，并从南宁城中村、棚户区及城市边缘区选择三个典型案例进行剖析，验证城市非正规空间的产生逻辑及检视现有城市非正规空间的改造模式。在理论研究和实证研究的基础上，提出西部大城市非正规空间治理与融合的政策建议，从不同群体之间物理距离的接近、同等的机会可获得性、社会交往和身份认同等方面探讨如何实现城市非正规空间的治理与融合。以上研究所得到的相关结论为促进非正规空间与城市区域的融合提供理论基础。
