碳资产的管理机制研究

This project is in line with the opening of the national unified carbon market. The project focuses on researching and constructing a carbon asset management framework which the carbon asset carbon management mechanism at the enterprise level is the core. Under the guidance of the government-level green policies, it focuses on the carbon market mechanism at the capital market level. Investigate the design of carbon asset business tools and carbon management systems to achieve corporate carbon reduction. The issues we focus on are: 1. What green policies are implemented to fully realize the regulatory effect and achieve energy-saving emission reduction and green transformation of enterprises? 2. How to design and build a carbon emission reduction management mechanism for carbon assets in order to achieve energy conservation, emission reduction and green transformation of the company? 3. How to promote and improve corporate carbon trading and low-carbon development through existing capital markets? The project seeks to build a carbon asset management mechanism from the government, market, and corporate levels on the basis of the carbon information disclosure research that the team already has, and systematically studies carbon asset management issues. The research includes: International comparison and research on regulation effect of green policy; research on value effect of carbon emission; research on value effect of carbon transaction; research on carbon asset management design; research on carbon emission reduction management system. The project is trying to explore in theory, and it also plays a role in enterprise practice and achieves the goal of unification of theory and practice.

本项目契合全国统一碳市场启动这一机遇，从研究构建碳资产管理架构出发，以企业层面碳资产碳减排管理机制为核心，在政府层面绿色政策机制引导下，关注资本市场层面碳反应机制，研究碳资产业务工具与碳管理系统的设计，以实现企业的碳减排。我们重点关注的问题有：1、推行哪些绿色政策，才能充分发挥规制效应，实现企业节能减排和绿色转型？ 2、如何设计与构建碳资产碳减排管理机制，才能实现企业节能减排和绿色转型？ 3、如何通过已有的资本市场来促进和完善企业碳交易和低碳发展？项目力图在本团队已有的碳信息披露研究的工作基础上，从政府、市场和企业三个层面构建碳资产管理机制，整体性系统性的研究碳资产管理问题，研究内容包括：绿色政策的国际比较；绿色政策的规制效应研究；碳排放的价值效应研究；碳交易的价值效应研究；碳资产管理设计研究；碳减排管理系统研究。项目力图在理论上进行探索，也为企业实践发挥作用，实现理论与实践相统一的目标。

本项目的研究主题包括三部分：碳政策与绿色政策的效应研究；碳信息披露研究；碳资产问题研究。针对第一部分，我们开展了新《环境保护法》的政策效应研究，哥本哈根气候峰会的市场反应研究以及强制性碳报告政策的相关研究。针对第二部分，我们总结归纳了碳信息披露的研究框架以及文献综述，讨论了碳信息披露的价值相关性问题，关注了碳信息披露的系列管理策略问题。针对第三部分，我们分析了碳资产的内涵机理，讨论了碳资产管理机制的设计以及碳资产的具体会计核算问题。.项目研究认为在政府碳政策的引领下，企业通过有效的碳信息披露与碳资产管理，可以在资本市场实现最优资源配置，通过碳市场和资本市场实现价值增值，并实现低碳发展的最终目标。项目的科学意义主要体现在如下方面：.理论方面，涉及到碳市场、碳资产等重要的理论架构和观念确定问题，契合现阶段绿色经济发展的需求。本项目通过构建碳资产管理的创新机制，对绿色政策规制效应的发挥进行分析检验，建立以管理创新为主题的碳资产研究框架，这将丰富绿色体系的框架研究，深化目前现阶段我国迫切需要解决的碳资产研究的全方位架构。.实践方面，全国性统一碳市场的启动，碳排放配额分配工作的推进，意味着参与碳市场企业的碳交易与碳资产管理迫在眉睫，而在实践工作中，对于碳资产如何进行基本的会计记录，尚处在一个探讨阶段，对其管理以及碳金融创新，企业则更是处于摸索的初级阶段，“为何管”“管什么”“怎么管”这一系列的问题亟待解决，而本研究在探讨绿色政策的基础上，研究碳资产管理的基本范式与具体实施策略的制定应用，满足企业绿色发展的实际需要。.服务方面，绿色发展目标对政府部门及管理机构提出了要求，政府部门及管理机构如何应对这一任务挑战，并从政策制度、规划设计、实施落实等方面来确保任务的完成和目标的实现，需要整合多方力量，而本课题将对企业的绿色发展、碳交易的发展、碳资产管理等提出相关的政策建议，能够为政府部门及管理机构进行顶层设计提供参考。
