不完全信息下IT外包合同和外包时机研究—基于客户和服务商双重视角

The ubiquitous asymmetric information and uncertainty in IT outsourcing will cause client-vendor relationships to deteriorate and lead to poor performance and failure of the outsourcing. Considering the incomplete information which constituted by asymmetric information and uncertainty, a study on contracting and timing for IT outsourcing was proposed from the client and the vendor’s dual perspective, i.e., both the vendor-related and the client-related incomplete information are investigated. First, we identify the incomplete information factors and analyze the relationship between them, then we characterize the extent and distribution of the incomplete information factors and finally establish the incomplete information system. Second, we build the analytical framework and optimization models of IT outsourcing contracting and outsourcing timing with incomplete information, then we devise the optimal contracts that can mitigate the risk of incomplete information and quantify the adverse effect of incomplete information factors, moreover, we derive the optimal outsourcing timing and market condition. On one hand, the research provides support for the client and vendor’s decision-making, on the other hand, the research offers a guidance for preventing the incomplete information risk.

IT外包中非对称信息和不确定性的普遍存在，导致服务商和客户之间关系恶化，服务绩效降低和外包失败。针对非对称信息和不确定性构成的不完全信息风险，本项目从客户和服务商的双重视角，既考虑服务商相关信息不完全，也考虑客户相关信息不完全，对外包合同和外包时机开展研究。首先，识别IT外包中的不完全信息因素，分析各种不完全信息因素之间的关系，刻画不完全信息的程度和分布，建立不完全信息体系。然后，在此基础上构建不完全信息下IT外包合同设计和外包时机选择的分析框架和优化模型，设计能够缓解不完全信息风险的合同，量化信息不完全的不利效应，给出不完全信息下的最优外包时机和外包条件。本课题的研究结论一方面为不完全信息下客户外包和服务商接包提供决策支持，另一方面为服务参与各方进行不完全信息风险防范提供指导。
