以知识创新为核心的科学信息生产与交换机制研究

As one of the inputs rather than the free goods, information involves the subject of allocative efficiency. this project studies the mechanism of information resource allocation and other related issues.Knowledge is the useful information that can lead to effective actions. Now knowledge has become the most important assets of enterprises and the most important impetus of competition. But the measurement of knowledge production or innovation is very difficult. Because technical innovation is the main activities of enterprises' knowledge production process, it is useful to build a series of model to describe this process.Knowledge management is the latest management buzz. It can also affect the allocative efficiency of information resource. Suitable objective, principle and process of knowledge management in enterprises will place great impact on the fficiency.Information property is another important issue. Information resource can greatly affect the allocative efficiency of other resources. It is also one of the public goods with its own characteristics such as private costs and social costs, free-riding, externality, Lindahl Equilibrium etc., so information property will put great impact on information production and exchange.Information market is a kind of market with special mechanism, how to measure the efficiency has been taking the important place in Economics of Information. The relationship between utilization differentiation and price, the specialty of demand-supply curve and the condition/state of equilibrium are the most innovative parts of this paper. Other related issues such as information market equilibrium and self-organizing, information market failure, etc. have also been paid more attention.. Information industry has more to do with information resource allocation. After a careful research about the structure and organization of information industry, and also the types of information firms, this study pays more attention on the issues about information service industry such as design of market structure, reorganization of information service enterprises, etc. At last, designing a 'trinity' mechanism---market allocation, property allocation and government allocation is very important.

本课题研究的总体目标是要构建适应现代市场经济发展要求的、高效率的“科技—经济”互动机制。研究重点在于动态地考察包括科学研究、技术创新、信息加工处理、信息传递、信息交换、信息利用各环节的连续性过程，通过改进信息活动微观主体的效率和彼此之间的协调性，力图构建一种整体优化的科技信息生产与交换机制。
