县域义务教育均衡发展的推进机制及其绩效评价——基于江西省义务教育均衡发展示范县的实证研究

The balanced development of county-level compulsory education is one of the important aim in the national medium and long-term education reform and development planinng,so it is neccesorry to conduct research in such field.The research programme is an empirical research on the promoting mechanism and perfomance evaluation of exemplary county with balanced development of compulsory education in Jiangxi province.The aim of the research is to clarify the status quo of the balanced development of county-level compulsory education,to exlpore the influencing factors of it,to analyse the exemplary promoting Mechanism of it,and to construct the evaluation index system of it.In the programme,a model of the balanced development of compulsory education is to be constructed, and some suggestions is to be put forwards on how to promote the balanced development of county-level compulsory education.This study contribute to the theory of the balanced development of county-level compulsory education.At the same time,it will guide the local government and the education administration department to formulate and perfect the policy to promote the balanced development of county-level compulsory education.

县域义务教育均衡发展是国家中长期教育改革与发展的重要目标，为了实现这一目标有必要开展相关的研究。本项目以江西省义务教育均衡发展示范县为对象就县域义务教育均衡发展的推进机制及其绩效评价进行深入的实证研究，旨在阐明当前县域义务教育均衡发展的现状与问题，探索县域义务教育均衡发展的影响因素，剖析县域义务教育均衡发展的示范性推进机制，构建县域义务教育均衡发展示范性推进机制的评价指标体系，对县域义务教育均衡发展的示范性推进机制进行绩效评价，在此基础上构建县域义务教育均衡发展的模型并就进一步完善县域义务教育均衡发展的推进机制提出政策建议。本研究有助于充实和丰富现代义务教育均衡发展的理论，对于地方政府和教育管理部门制定与完善县域义务教育均衡发展的政策具有指导意义。

《国家中长期教育改革和发展规划纲要(2010-2020年)》明确提出要率先在县（区）域内实现城乡义务教育均衡发展。应当采取什么样的机制推进县域义务教育的均衡发展？已有的义务教育均衡发展推进机制取得了哪些成效、还存在哪些问题？如何进一步完善义务教育均衡发展的推进机制？这些都是摆在我们面前亟待研究和解决的问题。这也正是本项目研究的背景。. 本项目以江西省义务教育均衡发展示范县为研究对象进行实证研究。通过对该省义务教育均衡发展示范县的深入调查，旨在了解和分析该省县域义务教育均衡发展的推进机制及其取得的成效，揭示存在的问题，在此基础上就进一步优化县域义务教育均衡发展推进机制提出策略建议。. 本项目取得的重要结果包括以下几个方面：一是县域推进义务教育均衡发展的基本策略。县域推进义务教育均衡发展的策略有：（1）政府主导，重在落实；（2）全面推进，突出重点；（3）公平优先，兼顾效率。二是县域推进义务教育均衡发展取得的成效。表现在：（1）学生入学机会走向均等；（2）教育经费投入同步增长；（3）学校网点布局趋向合理；（4）教学设施设备整体达标；（5）教师队伍差距不断缩小；（6）学校教育质量稳步提升；（7）教育均衡公众满意度高。三是县域义务教育均衡发展存在的问题。主要有：（1）教学设施设备配置不均；（2）教师队伍差距仍较明显；（3）农村教育质量亟待提升。四是进一步推动县域义务教育均衡发展的对策。包括：（1）改进治理模式实现城乡教育服务均等化；（2）科学评估城区教育资源的承载力；（3）继续优化城乡学校网点布局；（4）加强教学设施设备配置；（5）强化城乡教师队伍建设；（5）全面提升教育质量。. 本成果有助于丰富义务教育均衡发展理论，同时可以为地方政府和教育管理部门改进义务教育均衡发展的政策提供参考和启示。
