The problem of environment pollution caused by industrial agglomeration urgently needs to be solved. This project focuses on carbon emissions and air pollutions with the same sources and specifically explores their relationships with industrial agglomeration and cooperative governance. First of all, the positive and negative effects of agglomeration on the environment is adopted in the same research paradigm and the agglomeration effects on environment are further deconstructed from the aspects of scale, structure, technology and space. We deeply analyze the internal relations and mechanism of action of agglomeration effects on environment so as to provide new perspective and framework for environmental effect theory study of industrial agglomeration. . Secondly, the hypothesis of agglomeration on environment pollution and the environmental Kuznets hypothesis under the agglomeration situation are empirically tested by constructing the econometric model that can reflect the state of agglomeration. Therefore we can clarify the relationships among industrial agglomeration, carbon emission and air pollution and assess the cooperative governance effect of carbon emission and air pollution to analyze the underlying formation mechanism.. Finally, we construct the analysis model of environmental regulation and technological innovation based on agglomeration factors. We verify the Porter hypothesis of environmental regulation under the agglomeration situation and reveal the effect of green technology innovation on cooperative governance of carbon emissions and air pollution in industrial agglomeration by the analysis model. Further we put forward strategies and measures to promote green technology innovation from the perspectives of internal enterprises, government and intermediary agencies.
产业集聚引发的环境污染迫切需要解决。本项目聚焦具有同根同源性的碳排放和空气污染,对其与产业集聚的关系及协同治理进行专门研究。首先,将集聚对环境的正、负效应统一在一个研究范式,对集聚的环境效应从规模、结构、技术、空间等方面进行解构,通过对其内在联系和作用机理的深入分析,提供产业集聚环境效应理论研究的新视角、新框架。. 其次,提出集聚与环境污染关系假设和集聚情境下的环境库兹涅茨假设,构建能反映集聚状况的计量模型进行实证检验,阐明我国产业集聚与碳排放、空气污染的关系及二者协同治理的效应,剖析背后的形成机理。. 最后,基于集聚因素构建环境规制与技术创新的分析模型,通过实证分析验证集聚情境下的环境规制波特假设,揭示绿色技术创新对产业集聚中碳排放和空气污染协同治理的作用,并从集聚内部企业、政府及中介机构角度提出促进绿色技术创新的策略和措施。
