区域战略性新兴产业技术创新联盟构建及治理机制研究：基于动态演化视角

Combining the characteristics of strategic emerging industry, there are hardly any literatures regarding the construction and management of industries in technological innovation alliance. Based on the dynamic view of evolution, this paper tries to discuss the characteristics and construction mechanism of the strategic alliance, then studies the special kind problems of alliance administration. The core contents of this paper include:.Firstly, analyzing the attributes, efficiency and boundary of the technological innovation alliance in strategic emerging industries; studying the establishment motivation through the typical case and the deduction and induction; analyzing the dynamical mechanism through the evolutionary game and the cooperation game; building the dynamic mechanism model between alliances through collaborative theories..Secondly, based on the life cycle and evolution economics theory, analyzing the intrinsic evolution mechanism for the strategic alliance, establishing the three-stage choice model for the administration structure of the alliance; using the core - periphery model and the gray correlation model to study the coupling mechanism between governance structure and governance mechanism..Thirdly, based on the empirical analysis of Poyang Lake Ecological Economic Zone, probing into the operation and management suggestions for the alliance ..This paper will deepen the alliance governance theory, which suggestions will provide references for the development of strategic emerging industries in Jiangxi.

结合战略性新兴产业特点，研究产业技术创新联盟构建及治理的文献较少。基于动态演化视角，本项目试图探讨区域战略性新兴产业技术创新联盟属性特征、构建机理，进而探讨这类特殊联盟治理问题。核心内容包括：①分析区域战略性新兴产业技术创新联盟属性特征、效率及边界；通过典型案例和演绎归纳分析联盟构建路径；运用演化博弈和合作博弈分析联盟构建的动力机制；运用协同理论建立联盟构建机制之间作用机理模型。②基于生命周期和演化经济学理论，分析区域战略性新兴产业技术创新联盟治理结构演化内在机理，建立联盟治理结构的三阶段动态选择模型；从演化视角设计联盟三维治理机制框架；运用核心-边缘度模型和灰色关联模型，分析治理结构和治理机制耦合关系机理。③通过对鄱阳湖生态经济区实证分析，探究区域战略性新兴产业技术创新联盟合作创新效应和治理政策建议。通过本项目研究，将深化联盟治理理论研究，相关政策建议将为江西战略性新兴产业发展提供借鉴。

联盟创新对于提升战略性新兴产业协同创新效率，加快我国产业转型升级具有重要意义。本项目结合战略性新兴产业创新属性，基于动态演化视角，探讨战略性新兴产业技术创新联盟内涵及构建机理，进而研究其治理问题。主要研究结论有：①战略性新兴产业技术创新联盟是指在政府推动和引导下，聚焦于战略性新兴产业共性技术和关键支撑性技术，满足战略性新兴产业发展需求的协同创新网络。具有政府推动性、创新驱动性、战略目标性和高不确定性等特征。②通过典型案例分析联盟构建路径和原则，运用技术生态位理论和灰色模糊评价法，建立联盟合作伙伴技术生态位评价体系；通过实证研究分析联盟合作伙伴选择影响因素间的作用机制，进一步探究联盟构建机理。③运用协同学理论和演化经济学理论，构建战略性新兴产业技术创新联盟治理结构动态选择模型，并运用ANP法对联盟治理结构的有效性进行评价；基于演化视角设计联盟知识共享机制、运作机制和协同创新机制三维治理机制框架，分析联盟治理机制特点及内容。④结合战略性新兴产业特点，构建战略性新兴产业创新绩效分析模型，并运用PLS-SEM算法，对联盟协同创新绩效进行实证分析。研究表明：组织间知识共享对协同创新绩效的提升具有直接作用，知识吸收和整合能力对协同创新绩效具有显著影响，同时知识吸收和整合能力对协同创新绩效的影响中具有中介作用。⑤结合鄱阳湖生态经济区典型案例和联盟发展实际，从宏观层面、中观层面和微观层面提出联盟发展策略，即战略性新兴产业技术创新联盟发展愿景要与国家创新战略匹配；注重探索适合战略性新兴产业协同创新要求的科技服务体制、联盟运作机制、激励机制和保障机制；打造适合战略性新兴产业技术研发、培育的功能模块。本项目揭示了战略性新兴产业技术创新联盟构建机理及治理机制，丰富和深化联盟治理理论；在实践上有利于提高联盟协同创新效率，为政府加强对联盟引导和有效管理提供决策依据。
