通过制度创新纾解中小企业融资困境——基于浙江融资制度创新的研究

Small and medium enterprises (SMEs) are the main force of China's rapid economic growth. However, financing difficulty is a common issue in the development of SMEs, and how to relieve the financing constraints are still urgent issue need prompt solutions for SMEs in China. In practice, challenged by the financing constraints, entrepreneurs from SMEs and local government officers are enthusiastically probing into institutional innovation of financing arrangement, especially in regions with well-developed SMEs such as Zhejiang Province, where innovative modes are springing up and many of these modes have played substantial roles in the successful financing of SMEs. Unfortunately, researches are sparse with regard to summarizing the emerging innovative modes and developing relevant theoretical construction. Based on in-depth fieldwork and thorough analysis, the project will implement a systematic comparative study on the modes of financing institutional innovation emerged thus far, try to outline the key characteristics of the innovation as against traditional financing modes, and then summarize practical policy recommendations about how to alleviate the financing difficulties of SMEs through institutional innovation, thereby providing theoretical and factual basis for further promoting China's financial system reform.

中小企业是促进中国经济高速增长的主力军，但是中小企业在发展过程中普遍存在着融资难现象，如何纾解中小企业融资困境是中国当前亟待解决的问题。现实中，在中小企业屡陷融资困境的同时，地方政府与企业家一直在进行着各种各样的制度创新，尤其是在中小企业最为发达的浙江，各种创新模式不断涌现，许多创新模式对纾解中小企业融资困境发挥了实质性作用。但是，系统归纳总结这些新涌现的创新模式，并在理论上进行提升的研究却很少。本项目拟通过细致深入的调研与分析，系统地研究已经出现的各种融资制度创新模式，归纳其特征，并与传统融资模式进行对比，从而总结出切实可行的利用制度创新纾解中小企业融资困境的政策建议，进而为中国金融体系改革提供理论与事实支持。
