China has promised to lower the carbon emission by 40 % to 45% by 2020. The Twelfth Five-Year Plan for National Economic and Social Development mentioned that to "Guide the rational consumption, develop environmentally friendly products, and advocate the civilized, thrifty, green and low-carbon consumption pattern that is adapted to China's national condition". Therefore, it is critical to analyze the low carbon consumption pattern..This study includes the following parts, the connotation, influence factors and formation mechanism of low-carbon consumption, the theoretical support for government policies in order to guide and support low carbon consumption, the lesson from developed countries, the different behaviors and their interactions of different subjects based on government policies, the survey on consumers cognition, behavior and price sensitivity on low carbon product, and finally the recommendation to how to support low carbon consumption pattern in the policy perspective. .This study is significant because of several reasons. Firstly, it theoretically reveals the consumer decision making and behavior on low carbon consumption. It also introduces the formation mechanism and game model of low carbon consumption pattern. Secondly, it provides references for government using economic approach to build low-carbon consumption pattern. Thirdly, the economic approach will change the consumers' benefit expectation, thus reach the low carbon consumption consciously.
我国已向国际社会承诺2020年碳排放强度比2005年降低40-45%。2010年《中共中央关于制定国民经济和社会发展第十二个五年规划的建议》指出:"要合理引导消费行为,发展节能环保型消费品,倡导与我国国情相适应的文明、节约、绿色、低碳消费模式。"因此,低碳消费模式迫切需要研究。.本项目研究内容包括:低碳消费模式的内涵、影响因素与形成机理,政府引导扶持低碳消费模式政策的理论依据,发达国家引导扶持低碳消费模式的政策及其借鉴,相关主体对低碳消费模式引导扶持政策的行为博弈,基于低碳消费模式的消费者认知、行为、价格敏感度调查,中国引导扶持低碳消费模式的政策建议。.本项目的科学意义和应用前景在于:①从学理上揭示消费者的低碳消费决策、低碳消费行为以及低碳消费模式的形成机理、博弈模型。②为政府用经济手段构建低碳消费模式提供决策参考。③提出的经济手段会改变消费者的利益预期,促使消费者行为自觉低碳化。
主要内容:立足于消费,首先回顾国内外低碳消费研究进展;在对低碳消费及其相关概念进行明确界定的基础上,进一步研究低碳消费行为的基本理论和实践领域;然后从低碳消费的空间、企业、伦理三个维度进行分析;最后根据低碳消费理论、借鉴发达国家低碳消费的实践,研究中国促进低碳消费的路径。同时,把低碳消费研究从消费领域扩展到产业领域,提出了我国应对发达国家碳关税的对策,指明了我国制造业低碳升级的路径。. 重要结果:研究和界定了低碳消费的基本范畴、基本命题、基本理论、基本路径,确立一个低碳消费理论分析的框架,创新低碳消费理论研究的维度,从而奠定了低碳消费研究的理论基础,建立了低碳消费研究的理论体系。. 科学意义:拓展和创新了消费经济理论,为政府促进低碳消费、发展低碳产业的政策提供理论依据和决策参考。
