推动经济发达地区产业转型升级的机制与政策研究

Now, the economically developed regions in China are facing bottleneck constraints, such as land space limitations, energy and water shortages, the pressure of population expansion and environmental carrying capacity. In line with " the limited goals, focusing on breakthrough "and" from the local to the overall "principle and based on the institutional background of the transition economies in China, this project integrates interdisciplinary theories and methods, for example, industrial economics, regional economics, resource and environmental economics, technology economics, institutional economics, etc. This project also integrates multidimensional perspective of consolidation "phase - elements - system - function" and "environment - strategy - policy - behavior - process - results " integration logic. It will focus on five important topices . They are"concepts and models of industrial transformation and upgrading", "the influencing factors and operational mechanism of industrial transformation and upgrade", "the typical patterns and mechanisms of national industrial transformation and upgrading"," the evolutionary pattern, level and impact of industrial transformation and upgrading in developed regions in China"and "research on strategies and policies about how to promote industrial transformation and upgrading in developed regions in China". .The project will construct a special theoretical framework and methodology system,,which is suitable for industrial development in developed regions in China. Though this research, we have confidence to enhance the overall academic standards of Chinese industrial economy and develop the Chinese industrial economic theory.

当前我国经济发达地区产业发展正面临着土地空间限制、能源和水资源短缺、人口膨胀压力、环境承载力的瓶颈性制约。本项目本着“有限目标、重点突破”和“从局部到整体”的原则，立足于我国转型经济的制度背景，综合运用产业经济学、区域经济学、资源环境经济学、技术经济学和制度经济学等学科交叉的理论与方法，综合“阶段-要素-制度-功能”多维分析视角和“环境-战略-政策-行为-过程-结果”的一体化逻辑，重点研究“产业转型升级的相关概念与分析模型”、“产业转型升级的影响因素及运行机制”、“典型国家产业转型升级的演进模式与机制”、“中国经济发达地区产业转型升级的演进模式、水平及其影响的分析和评价”、“推动中国经济发达地区产业转型升级的战略分析与政策研究”等五个重要专题。本项目将构建适合中国经济发达地区产业发展“情境”的理论分析框架与方法论体系，推动并提升中国产业经济整体学术水平，丰富和发展产业经济理论。

本项目以我国经济发达地区为研究对象，结合国内外产业转型升级的新背景、新趋势，深入研究了富有中国本土化特色的产业转型升级理论与方法，比较完整地总结了我国经济发达地区产业转型升级的实践规律，探索了相关实现路径，比较好地解释了我国经济发达地区产业转型升级实践出现的新问题，在地方产业转型升级的政策研究方面产生了许多具有操作性和针对性的政策文件或研究报告。.具体的研究内容主要包括三大块：第一，对新形势和新背景下产业转型升级所涉及的相关概念进行辨析，构建产业转型升级的分析模型。第二，针对若干典型地区、典型产业和代表性企业转型升级和动态优化的演进模式与运行机制的案例和实证研究。第三，结合中国转型阶段的发展需要，研究提出经济发达地区产业转型升级的顶层战略、重点、发展策略以及政策建议，为相关决策提供支持。.本课题取得的成果包括：“经济发达地区产业转型升级的机制与政策研究系列丛书”4本，“产业转型升级丛书”已完成6本，专著3本，以及署名本项目资助的论文有163篇，包括《经济研究》5篇、《管理世界》4篇、SSCI论文27篇。这些研究成果依托产业经济学、资源环境经济学、新经济地理学、技术经济学、新制度经济学的前沿理论，将所关注的经济发达地区产业转型升级问题，置于我国特殊的体制背景和新一轮产业革命促使全球产业链再配置加速的现实中进行考察，从而将时代背景、国际化方法和中国本土特色问题融合在一起。系列著作和阶段性论文研究注重从系统论和动态演化的思想出发，从“阶段-要素-制度-功能”多维分析视角入手，构建产业转型升级影响因素的分析模型。同时，基于区域产业体系与全国、全球产业体系的互动关系，并在充分考虑产业发展与科技进步、资源环境保护等有效融合的基础上，从宏观和微观两个层面，全面、系统地探讨产业转型升级的过程，以及揭示产业转型升级过程中知识网络的形成机制、产业集群的升级机制、跨国公司主导全球价值链治理的机制、要素流动和配置机制、区域利益动态博弈机制、区域产业政策和制度交互学习机制等。.研究成果针对中国转型阶段的发展需要以及产业发展面临的问题，提出的促进经济发达地区产业转型升级的顶层战略、发展策略与政策建议，为政府决策提供了一定支持。
