The continued growth of regions depends to a great extent on the capability of regional innovation system.The construction of regional innovation system (RIS) and the scope of RIS research are first analyzed, aimed at Chinese science and technology machanism and industrial innovation. Then, the conceptual framework for RIS research and the measurement indexes system to RIS are further proposed. The systematic methodology to measure the performance of RIS is in depth approached. The serious inequality amongst the concerned regions of China in innovation performance, innovation capability, knowledge flow and innovation environment are revealed.. The capability of region innovation system is not only determined by innovation input, but also by innovation milieu. This research indicates that the credit milieu is very important to innovation capability of system after discussion about its relationship with creation of innovative enterprise, knowledge follow and growth of innovative enterprise. After analyzing the credit milieu of regional innovation system in China, we suggest that the policy to reconstruct the credit milieu should be the morality, legal system and intermediate agency constructing..Based on co-publications, the research studies the knowledge flows of regional innovation system in China. We classify China's 30 provinces and province-level municipalities into three groups, and analyze the relationship between regional innovative capacity and evolvement of knowledge flows of regional innovation system. The results show that the social network and milieu are the main obstacles that hinder the knowledge flows among enterprise, university and research institutions, especially the knowledge flows between enterprise and research institutions.It is very important for a regional innovation system to make use of knowledge outside the system. The analysis of knowledge flows as measured by paper citations statistics reveals that R&D personnel, R&D funding, degrees of internet developing, and notion about absorbing knowledge are all the important factors. We give some suggestions about how to improve Based on the method of DEA , this research analyses the performance of the regional innovation systems of our country. According to the characteristics of the concerned innovation system,the regional innovation systems are classified. We give the different suggestions about how to improve the innovating performance for the different categories of regional innovation system..We also further compare the general tendencies of technological innovation between some European countries and Beijing and Jiangshu regions of China. The main contents of this comparison contain the survey methods, the information on inputs to the innovation process, innovation sources, obstacle factors and outputs from the innovation process for these selected countries. .One of the main differences between the selected western countries and the concerned regions of China is that R&D still turns out to be a major source of innovation for most of innovating firms in the concerned regions of China. This indicates that R&D and innovation activities for most of Chinese firms are still in the phase of using technology from outside. Another obvious difference between the western countries and China is that the percentages of both innovating firms and R&D performers in China are higher than western countries, although Chinese enterprises spend much lower R&D and innovative expenditures than western firms. This indicates Chinese enterprises achieve relative advantages in innovative results over the western ones. There are also great differences between the western countries and China in barriers to innovation. The critical issues faced by Chinese managers are lack of innovation funds, a shortage of skilled persons and lack of related technology and market information flows for innovation, respectively.
