基于创新创业生态系统视角的政策研究

The establishment and improvement of innovation ecosystems and entrepreneurial ecosystems as well as relevant proper innovation and entrepreneurship policies are increasingly important and more critical for building an innovative country. However, the literature has not carried out any systematic policy study from a perspective of innovation ecosystems and entrepreneurial ecosystems, yet. The purpose of this study is to fill the important gap...Based on the niche theory of ecology, the study will investigate the impact of innovation and entrepreneurial policies on establishment and evolution of ecological environment, taking a typical National Science Park as an analyzing objective of innovation ecosystems and entrepreneurial ecosystems. Through an international comparison, we will examine the commonness and characteristics of innovative and entrepreneurship activities of the typical innovation ecosystems and entrepreneurial ecosystems from home and abroad. Then，the successful experiences in innovation and entrepreneurship policies from China will be concluded and the reasons of policy “failures” will be explored. Furthermore, we will measure efficiency and integrative effectiveness of policies on innovation ecosystems and entrepreneurial ecosystems through imbedding policy variables into knowledge production functions. In particular, the integrative impacts of policies and networks environments on entrepreneurial ecosystems will be evaluated. The innovation and entrepreneurial complex networks, in which the policy factors are embedded, are constructed and then the impacts of structures and functions of policies on innovation ecosystems and entrepreneurial ecosystems will be examined. The weakness and problems existed in the policies system on innovation ecosystems and entrepreneurial ecosystems of China will be revealed through the above studies. Finally, this study will provide the policy implications and suggestions for enhancing sustainable development of innovation ecosystems and entrepreneurial ecosystems.

创新创业生态系统的构建与完善以及与之相适应的创新创业政策对创新型国家建设的重要性日益增加。 然而，至今尚缺乏基于创新创业生态系统视觉的系统性政策研究。本研究以生态位理论来诠释我国创新创业政策体系对我国典型的创新创业生态环境的形成和演化所起的作用；通过国际比较，发现各典型创新创业生态系统在政策引领下的创新创业活动的共性与特性，总结我国创新创业政策成功的经验、发现我国创新创业政策“失灵”的原因；通过在知识生产函数中嵌入政策变量，对政策体系在创新创业生态系统中的有效性和协同性进行评价; 定量测度政策因素和网络环境因素对创业生态系统的协同影响；构建嵌入政策因素的创新创业复杂创新网络，采用复杂网络的分析工具，研究政策体系对创新创业生态系统的结构与功能产生的作用和影响。系统探明我国创新创业生态系统政策体系的薄弱环节，完善我国创新创业生态系统的政策体系，以促进我国创新创业生态系统的可持续发展。

创新创业生态系统的构建与完善以及与之相适应的创新创业政策对创新型国家建设的重要性日益增加。 然而，至今尚缺乏基于创新创业生态系统视觉的系统性政策研究。本研究以中关村国家自主创新示范区作为研究背景，从生态位理论出发来诠释我国创新创业政策体系对我国典型的创新创业生态环境的形成和演化所起的作用；通过比较研究，发现了该典型创新创业生态系统在政策引领下的创新创业活动的共性与特性，总结了我国创新创业政策成功的经验、发现我国创新创业政策“失灵”的原因；基于融资生态视角对小微企业的生存与发展进行了探究，揭示了影响小微企业生存和成长的关键因素，提出了企业在不同生命周期阶段的发展策略。通过在知识生产函数中嵌入政策变量，对政策体系在创新创业生态系统中的有效性和协同性进行评价; 定量测度政策因素和网络环境因素对创业生态系统的协同影响；构建嵌入政策因素的创新创业复杂创新网络，采用复杂网络的分析工具，研究政策体系对创新创业生态系统的结构与功能产生的作用和影响。系统探明我国创新创业生态系统政策体系的薄弱环节，完善我国创新创业生态系统的政策体系，以促进我国创新创业生态系统的可持续发展。.本研究还为丰富创新创业生态理论、组织生态理论、社会网络理论以及合法性理论提供了中国经验。主要有三点贡献：（1）基于融资生态视角的研究拓展了相关理论研究的边界，特别突出了融资生态在中国情景下对小微企业生存与发展的重要作用；（2）本研究发现了企业融资生态、企业创新绩效以及企业生存与发展之间的权变关系，该发现揭示了中国经验与现有理论推断的不一致性，而基于融资生态视角的解释回答了在面临融资约束问题时小微企业能够生存并成长起来的原因；（3）本研究关注了企业获得合法性的融资生态途径及其在实现企业生存与发展上的作用，该结论为制度逻辑中的合法性理论提供了新的证据，对较为完整的理解中国情境下小微企业的生存与发展过程具有积极的理论与实践意义。
