基于能值理论的草原生态补偿对牧民收入的影响机理及补偿标准动态调整机制的研究

China's grassland ecological compensation mechanism has been formed initially, farmers and herdsmen out of poverty into the crucial stage. Through the long-term study of grassland ecological compensation mechanism, the compensation standard and the income of the herdsmen related problems, the research team of the project found the impact of grassland ecological compensation on the income of herdsmen is a complex process. This project is based on the emergy theory in Ecological Economics and the related theories, and learn from domestic and foreign research results, using the system dynamics analysis model, from the theoretical level tudies the mechanism, path and degree of the influence of the grassland ecological compensation on the income of herdsmen, simulation of the impact of different grassland ecological compensation standards on the income of herdsmen, and from the perspective of increasing the income of herdsmen structured the dynamic adjustment mechanism of grassland ecological compensation standard. The innovation of this project lies in: first, the use of emergy theory to study the role of grassland ecological compensation for the income of herdsmen is a new exploration. The change of grassland environmental quality caused by grassland ecological compensation has an impact on the way of production, production cost and living standard, and ultimately affect the level of income of herdsmen; two, the dynamic adjustment mechanism of grassland ecological compensation standard is a new analysis perspective. The purpose of this study is to improve the efficiency and effectiveness of the grassland ecological compensation and achieve a win-win situation of grassland ecological environment and herdsmen income.

我国的草原生态补偿机制已初步形成，农牧民全面脱贫进入攻坚阶段。本项目的研究团队通过对草原生态补偿机制、补偿标准和牧民收入相关问题的长期研究发现草原生态补偿对牧民收入的影响是一个复杂过程。本项目以生态经济学中的能值理论等相关理论为基础，借鉴国内外的研究成果，运用系统动力学分析模型，从理论层面研究草原生态补偿对牧民收入的影响机理、路径和程度，仿真模拟不同草原生态补偿标准对牧民收入的影响，并从增加牧民收入的视角构建草原生态补偿标准的动态调整机制。本项目的创新之处在于：一是运用能值理论研究草原生态补偿对牧民收入的作用机理是一个全新的探索。草原生态补偿导致草原环境质量的变化对牧民生产方式、生产成本和生活水平产生影响，最终影响牧民的收入水平；二是以牧民收入增加为目标构建草原生态补偿标准的动态调整机制是一个全新分析视角。 本课题的研究目标是提高草原生态补偿效率和效果，实现草原生态环境和牧民收入的双赢。

习近平总书记提出“绿水青山就是金山银山”的两山理论，如何将绿水青山变成金山银山，首先需要确定的就是绿水青山的生态服务功能价值，本研究就是以草原生态系统服务功能的外溢价值作为补偿标准测算依据。主要研究内容及研究结果包括：一是运用能值理论、生态足迹与生态承载力理论、生态价值理论等构建了拓展能值模型测算草原生态服务价值、草原生态稀缺价值、草原生态自身消费价值和草原生态外溢价值，在此基础上从中央层面和省内层面测算了草原生态补奖资金的分配标准。二是运用系统动力学模型研究草原生态补偿标准对牧民收入的影响。本研究运用系统动力学模型绘制出了草原生态补偿标准对牧民收入影响的系统流图，以锡林郭勒盟为例，模拟不同草原生态补偿标准对牧民收入影响的差异性。模拟结果显示：当草原生态补偿标准在当前水平调高至每亩 15.2元时，锡林郭勒盟的牧民收入上升，超载率下降，草原植被和载畜能力均上升，这一补偿标准是最优选择。三是本研究从理论和实证两方面对草原横向生态补偿标准展开研究。以虚拟草原净流量为载体，通过运用当量因子法、构建横向生态补偿调节系数及优先级公式，得到草原横向生态补偿标准测算模型，运用模型对2003—2018年间各地区虚拟草原净流量进行测算，据此确定省际间草原生态横向补偿标准，并运用优先级公式进行动态调整。四是草原生态补偿综合绩效评价研究。本研究选择DPSIR 模型构建草原生态补偿效果综合评价指标体系，并对内蒙古草原生态补偿效果进行综合评价，结果显示：综合评价得分最高分为0.136，最低得分为0.109。.本研究通过建立拓展能值模型测算草原生态外溢价值，避免了以往草原生态价值估算方法所带来的主观因素以及缺乏统一标准的问题，对目前我国生态补偿标准确定方法予以改进。本研究为相关部门制定草原生态补奖标准提供了有效借鉴，对草原生态补偿机制的深入研究具有重要参考价值。
