中国国家级新区的空间选择、空间生产和管治研究

The State-level new spaces have been the spaces prefered by China's state spatial selection in the new era. As China's new economic growth poles, they have been increasingly important in China's new state space policy since the reform and opening-up. This study investigates systemically China’s new state spaces from the perspective of new state space theory. Under the social constructivism paradigm, this study applies a research method usually used to study the production of space, based on the process analysis and relationship interaction examination. Four dimensions will be discussed in the research of state-level new spaces, including state spatial selectivity, production of space, governance and the role of new state space in urban and regional development. The empirical studies not only include the systemic observation of all state-level new spaces in China, but also examine some typical cases for understanding the processes and scale politics of new state space production. In theory, this research is trying to discover the characteristics and laws of China’s state-level new spaces production, and extend the western theory of new state space with China’s cases. In practice, it provides insights for the innovation and optimization of China's state space policies.

国家级新区已经成为新时期我国国家空间选择的优势空间，在我国改革开放以来实施的新国家空间政策中举足轻重。本项目将采用社会建构的研究范式，在新国家空间的理论框架下，运用基于过程分析和“关系”互动的空间生产研究方法，对国家级新区这一新国家空间进行深入的研究。研究内容主要围绕国家级新区空间选择的特征与规律、国家级新区空间生产的过程、国家级新区管治的类型与重构，以及新国家空间政策对城市-区域发展的作用等四个方面展开。本项目不仅将对已批准的所有国家级新区进行全面、系统的总结，同时也将选择典型案例进行实证研究。在理论上，本研究试图发现我国国家级新区空间建构的特征与规律，同时用中国的实证丰富和发展西方的新国家空间理论；在实践上，本研究将为我国国家空间政策的合理制定和优化提出建议。

国家级新区已经成为新时期我国国家空间选择的优势空间，作为国家的新经济增长极，国家级新区对所在城市-区域的引领作用举足轻重。本研究在新国家空间的理论视角下，对我国国家级新区的发展进行了系统的研究。主要研究了国家级新区空间选择的特征与规律、国家级新区的空间生产、国家级新区的管治类型与重构模式、国家级新区对城市-区域发展的作用等方面内容。首先，在国家级新区空间选择的特征与规律研究中主要关注新国家空间政策的空间选择性、我国国家空间选择的转变、我国国家级新区的总体发展情况等研究。其次，在国家级新区的空间生产研究中，主要关注国家级新区的总体布局、国家级新区的制度空间生产特征、国家级新区空间生产的机制，并以南京江北新区为例，做了国家级新区空间生产的案例研究。再次，在国家级新区的管治类型与重构模式研究中，主要关注国家级新区的管治类型、国家级新区的空间治理结构、国家级新区尺度重组的刚性与柔性路径，并对国家级新区的治理改革提出了政策建议。最后，在国家级新区对城市-区域发展的作用研究中，以南京江北新区为例，对国家尺度重组与城市-区域尺度重组的交织作用进行了研究。在理论上，研究发现将对我国国家级新区的发展进行理论总结，并通过转型中国的实践拓展新国家空间理论；在实践上，本研究将为我国国家级新区发展政策的合理制定和优化提出建议。
