制度空间下国家级新区空间演变的特征与动力机制——以重庆市两江新区为例

Considering the system as the key driving force of urban spatial evolution and the relationship between institution and space has become an important area for the transformation of international urban geography. In view of the increasingly prominent reality of the current space problems in Chinese national-level new districts and the lack of research on the spatial differentiation of urban geography and its role in urban space, this project takes the Liangjiang New area as a case to use spatial analysis, questionnaire survey, in-depth interview , participatory observation and other methods, to explore the theory of urban spatial evolution under the system space. The project analyzes the scale, form and structure characteristics of the spatial evolution of Liangjiang New Area, and constructs a theoretical framework of "institutional space, behavior choice and spatial evolution", and analyzes behaviors of actors (government, enterprise, and the public) in space practice, discuss the strategies and behavior patterns and their spatial effects, and explain how these behavior choices are shaped by institutional space. Through the integration theories and case studies, this paper tries to clarify the path and mode of the role of the national-level New District institutional space in urban spatial evolution. The project complements the theoretical perspective of the study of urban space as a driving force for spatial unity in domestic urban geography. It provides practical and theoretical basis for related policies to explore more efficient “institution-space” relationship and to promote the healthy development of national-level new districts.

将制度视为城市空间演变的动力要素及制度与空间关联性研究已成为国际人文地理学制度转向的重要领域。针对当前中国国家级新区空间问题日益凸显的现实与城市地理学在制度的空间分异及其对城市空间作用方面的研究不足，项目以两江新区为案例，运用空间分析、问卷调查、深度访谈、参与式观察等方法，致力于探索制度空间下的城市空间演变理论。项目对两江新区空间演变的规模、形态与结构特征进行分析，建构“制度空间—行为选择—空间演变”的理论框架，对行为主体（政府、企业、公众）在空间实践中的策略和行为方式及其空间效应开展研究，并揭示这些行为选择如何被制度空间所形塑。通过整合理论与案例研究，力图阐明国家级新区制度空间作用于城市空间演变的路径与模式。项目对国内城市地理学将制度视为具有空间统一性的动力要素的城市空间研究形成理论视角补充，为探索更加高效的“制度—空间”关系与促进国家级新区健康发展的有关政策提供一定的实证和理论依据。

制度与空间的互动研究是人文地理学制度转向后的重要领域，课题立足于我国国家级新区发展的现实需求和理论不足，围绕制度空间下国家级新区空间演变特征、国家级新区经济效应评价、制度因素驱动城市空间演变的机理和实证、城市空间治理的转型与创新等问题，具体开展了（1）国家级新区治理尺度建构的多样化与地方嵌入性研究，（2）国家级新区设立对城市经济增长的影响研究，（3）国家级新区作为新兴地理的理论研究：后改革时期中国国家权力尺度重构的空间化，（4）国家空间相对化研究：解读制度空间作为中国城市空间转型的新动力，（5）制度空间下城市空间演变特征与机理的实证研究，（6）城市空间治理的转型与创新研究：基于“制度—空间”视角，（7）粤港澳大湾区“产业—空间”互动发展研究，（8）城市、空间与制度：中国城市政治地理学的学科发展研究。课题研究成果对将制度视为具有空间统一性的动力要素的城市空间研究形成了理论视角的补充，为探索更加高效的“制度—空间”关系和促进城市转型发展的相关政策制定提供了理论和实证支撑。课题已按计划完成相应研究目标：发表论文13篇（其中，SSCI收录论文2篇、中文核心期刊收录论文11篇），投稿在审SSCI收录论文1篇；1部专著已完成初稿；培养博士研究生1名（已于2021年7月毕业）、硕士研究生5名（其中三名已分别于2020年7月和2021年7月毕业，另两名拟于2022年7月毕业）。
