突发事件应急预案编制与评审方法研究

To address the major needs for the unconventional emergency management of our own state, this project is proposed to: Systematically analyze the existing problems on the issues of emergency plan system of our state in recent ten years, Collect and understand the scientific discoveries within the Major Research Program on Unconventional Emergency management of NSFC and other research programs, including the best practices of other countries. Set about some research tasts on the definition, classification, key elements, procedures of planning, and mechanism for improvement about emergency plan. Based on the specific conditions of our state, this project will propose some suggestions about the framework of emergency plan system, the basic management model, the procedures and assessment methodologies for emergency plan.

本项目拟结合国家需求，系统梳理近十年来我国应急预案体系建设中存在的问题，集成本重大研究计划项目和其他科研计划项目研究成果，借鉴国外好的做法，结合我国国情，就应急预案的定义、分类、内容、编制程序、改进机制等问题进行研究，提出中国应急预案体系框架，应急预案管理模式，应急预案编制与评审方法等方面的建议，为规范应急预案管理、提高应急预案编制水平提供参考。

本研究旨在实现应急预案体系建设思想与方法方面的集成创新，通过分析国际预案体系发展经验，调研我国预案体系建设中存在问题和原因，提出完善预案体系建议。结合应急管理部门的实际需求，项目组对应急预案的分类、编制程序和改进机制展开研究，提出了基于协同、合作的思路，构建稳健型应急预案体系，提高应急预案相互衔接程度，并以国有大型企业集团为例，提出了稳健型应急预案体系框架的构建思路。基于实际操作的需要，实现了应急预案文本的结构化、可视化与程序化。提出利用应急演练对应急预案展开评价的方法，基于情景-响应的构建思想设计了推演系统，并在国家行政学院应急管理培训中心展开应用。
