“经济增长”与“环境保护”双重压力下的东北地区低碳转型升级机制研究

Economic growth and pollution reduction are critical approaches to guarantee the implementation of revitalization strategy in Northeast China. Accordingly, how to propose the low-carbon transformation path in line with the economic traits of Northeast China is an urgent issue to be solved in New Normal Era aiming to achieve the New Northeast Phenomena. Based on requirements of the New Normal of China’s economy, this research firstly refines the low-carbon transformation traits in Northeast China from the perspective of spatial heterogeneity and measure the balance of carbon emission and sound economic growth. Then, we investigate the impact of supply-side reform and import-export trade on low-carbon transformation in Northeast China, and identify the critical elements determining the economic transformation in Northeast China. Furthermore, we investigate the contributions of economic growth and environmental protection to the low-carbon transformation in the region at the micro, intermediate and macro levels by empirical analysis, and explore how to establish the low-carbon transformation mechanism at different levels. Finally, we propose the multi-levels upgrading mechanism of low-carbon transformation for the macro-economy, heavy-polluting industries, energy reform and manufacturing firms in Northeast China from the perspective of market-policy coordination, aiming to provide the applicable upgrading path for regional low-carbon transformation.

促进经济增长、降低污染排放是保障中国东北地区振兴战略实施的关键途径，如何设计符合东北地区经济特征的低碳转型路径是解决新常态下“新东北现象”的核心。本课题基于中国经济新常态的发展要求，首先从空间异质性的视角提炼东北地区低碳转型特征，测算碳减排与经济健康增长间的动态兼容性，进而探索供给侧结构改革与进出口贸易对东北地区低碳转型的影响，识别新常态下影响东北地区经济转型的关键要素。在此基础上，运用实证分析探索“经济增长”与“环境保护”对微观、中观和宏观层面的东北地区低碳转型的贡献，探索如何构建该地区不同层面的低碳转型机制。最后，基于对东北地区低碳转型机制的探索，从市场-政策协同视角设计关于东北地区宏观经济系统、重点产业系统、能源变革系统与重点企业系统的多层次低碳转型升级机制，为东北地区提供符合其自身发展规律的低碳转型升级路径。
