It is the main problem of medical system reform and " too difficult and expensive to seek medical treatment" ,for hospital resource allocation and service supply of China. The project starts from optimizing our country's hospital resource allocation, improving service supply efficiency, and apply technical efficiency principles and methods to establish hospital technical efficiency optimizing theory, practical framework and research technical routes. Combining applied literature review, Delphi and analytic hierarchy process, establish comprehensive fuzzy evaluation method to optimize and perfect our country's hospital technical efficiency evaluation index, and therefore a scientific and rational evaluation index system of hospital resource allocation versus service supply has been established. Combining application of stochastic frontier analysis (SFA) of parametric method and data envelopment analysis (DEA) of nonparametric method, by choosing provincial hospital system and selecting provincial sample hospitals as the decision package, in the order of time and order of space, comprehensively analysis our country's hospital resource allocation and service supply, in order to find out the logical relationship between these two factors. Endeavoring to establish the optimization model of hospital resource allocation and service supply based on optimal technical efficiency, meanwhile, chose experimental hospitals to undergo the process of empirical application and verification. Form the mold and channel suitable for improving our country's hospital technical efficiency with both theoretical and practical significance, in order to contribute to the theory and method of easing the issue of " too difficult and expensive to seek medical treatment".
我国医院资源配置不尽合理,服务供给效率偏低,已经成为医改和"看病贵、看病难"的主要问题。本研究以优化我国医院资源配置、提升服务供给效率为出发点和落脚点,应用技术效率原理和方法,构建我国医院技术效率优化理论和实践框架;综合应用文献分析、专家咨询等方法构建综合模糊评价法,对我国医院技术效率分析评价指标进行优化、完善,建立科学、合理的医院资源配置与服务供给评价指标体系;联合应用参数法中的随机前沿分析(SFA)和非参数法中的数据包络分析(DEA),选择省域医院系统和抽取省级样本医院作为决策单元,从历时、共时两个维度对我国医院资源配置与服务供给进行综合分析,并寻求我国医院资源配置与服务供给的影响关系;创建基于技术效率最优的我国医院资源配置与服务供给优化模型,并选择实验医院进行实证应用和检验;形成兼具理论和实践意义的提高我国医院技术效率的模式和途径,为缓解"看病贵、看病难"做出理论和方法贡献。
