基于公平与效率的我国省域卫生资源优化配置研究

In this study, we follow the new request of medical reform in our country, start from optimizing the allocation of health resources in the provinces of our country and promoting the equity and efficiency of such allocation, based on the study of relevant theory and analysis of related documents from home and abroad, we make in-depth investigation and assessment on the constitution of health resource index system of our country, the current situation of provincial health resources allocation plus the equity and efficiency of such allocation, and comprehensively construct and integrate the research methods and assessment tools. Based on the research outcome, we construct the model for optimized allocation of provincial health resources and assess, analyze and predict the pattern of allocation in provinces, municipalities directly under the Central Government and autonomous regions and therefore provide policy suggestions to the relevant national departments, provincial governments and related agencies from both macro and micro perspectives. In this study, there are innovations from three aspects. Firstly, we initiate the concept of expanding health resources and plan to extend and perfect traditional health resource index system so as to establish the provincial health resources allocation index system with Chinese characteristics; Secondly, while we assess the equity of provincial health resources allocation, we include the assessment on the allocation efficiency and seek the best balance point between equity and efficiency of provincial health resources allocation; Thirdly, we construct the optimized allocation model for provincial health resources based on equity and efficiency, and take advantage of this model to assess, predict the pattern of optimized allocation in provinces, municipalities directly under the Central Government and autonomous regions so as to provide policy suggestions.

本研究按照国家新的医改目标，从优化我国设省域卫生资源配置、提升配置的公平与效率出发，在研习相关理论、分析国内外相关文献的基础上，拟对我国卫生资源指标体系的构成、省域卫生资源配置现状、配置的公平与效率进行深入的调查研究和评价分析，对相关调研方法、评价工具进行全面的构建和整合，根据研究结果，构建省域卫生资源优化配置模型，对省、直辖市、自治区配置状况进行评价、分析和预测，从宏观和微观两个层面向国家有关部门、省域政府和相关机构提供政策建议。本研究有三个方面的创新，第一，首次提出卫生资源拓展概念并拟对传统卫生资源指标体系进行扩展和完善，建立中国特色的省域卫生资源配置指标体系；第二，评价省域卫生资源配置公平性的同时，兼顾配置效率的评价，并寻求省域卫生资源配置公平与效率的最佳平衡点；第三，构建基于公平与效率的省域卫生资源优化配置模型，利用模型对省、直辖市、自治区优化配置进行评估、预测，提出政策建议。
