我国现有“三农”政策执行情况评估

The study will be based on a stratified sampling and survey exerted by the unique Fixed Rural Survey System and Leading agribusiness enterprises Survey System. In more specific terms, 100 counties ,10, 000 rural households,some Leading agribusiness enterprises and Farmer’s cooperatives will be randomly selected in strata from different regions. The policy Evaluation will include different policies, such as agricultural subsidy, agricultural input, Leading agribusiness enterprises ,agricultural infrastructure, agro-ecological compensation and transfer payment, Farmer’s cooperatives, infrastructure in rural area, antipoverty in rural area, rural social security. Evaluating the policies implementation and performance, lessons will be learned and deficiencies will be discovered. It will be not only helpful for governments to review the current agricultural policies but also essential for policy makers to fix the flaws. By so doing, the policy framework will be perfected, the policy implementations will be polished, and the policy performance will be improved. Hopefully, this study will be helpful for a more scientific and desirable decision making.

本研究依托全国农村固定观察点调查系统、龙头企业经济运行调查系统、农民合作社统计系统开展大规模的分层抽样调查，分区域分人群在全国范围内随机抽取调查样本，开展大样本调查，在对近年来农业补贴政策、农业投入政策、农业产业化经营龙头企业扶持政策、农业基础设施建设政策、农业生态补偿和转移支付政策、农民专业合作社扶持政策、农村基础设施建设政策、农村扶贫政策、农村社会保障等政策的执行情况和执行效果进行系统科学评估的基础上，对不同政策的执行过程与执行结果进行综合评价，进一步总结政策执行中的经验与做法，及时发现政策执行中存在的问题和不足，既有助于检视当前农业政策执行的效果；又有助于政策制定部门与政策执行部门查缺补漏，进一步完善政策内容和框架、改进政策执行手段、提高政策执行成效，从而不断提升政策制定的科学性与合理性。
