科层体制，实际权力结构与地方政府行为：理论与实证研究

The local government is hardly an integrated part, departmental interests prevail, and this has important implications for the government behavior and central-local relationship. On the basis of the feature of China's administrative management system, this project investigates the role of real power structure in the decision and behavior of local governments within multi-tier hierarchies. The studies include:(1)Based on dynamic game and mechanism design, we theoretically investigate the optimal governance mode within multi-layer hierarchies. (2)Based on collective choice theory, we theoretically and empirically examine the influence of local real power structure on government decision making. (3)We highlight the constraints on executive power imposed by institutions, and empirically study the policy influence of top-down personnel turnover. (4)On the basis of our theory and empirical results, we provide policy implications on local officials personnel management reform.

地方政府并非一个整体，内部存在不同的部门利益，这对于地方政府行为和央地关系产生重要影响。基于中国行政管理体制的特点，本项目研究了多层科层体制内实际权力结构对于地方政府决策和行为的影响。主要内容包括：（1）基于动态博弈和机制设计理论，对于多层科层内最优治理模式的理论建模；（2）基于集体选择理论，对于地方实际权力结构对于地方政府政策制定的理论和实证研究；（3）考察制度对于权力的约束作用，实证研究科层内部自上而下的人事更替对于政策的影响；（4）基于理论和实证研究结果，对于地方官员人事管理政策改革提出意见和建议。

地方政府并非一个整体，内部存在不同的部门利益，这对于地方政府行为和央地关系产生重要影响。基于中国行政管理体制的特点，本项目研究了多层科层体制内实际权力结构对于地方政府决策和行为的影响。主要内容包括：（1）基于动态博弈和机制设计理论，对于多层科层内最优治理模式的理论建模，在博弈论领域国际知名期刊Review of Economic Design发表论文一篇，另有一篇中文论文处于修改再投阶段；（2）基于集体选择理论和计量经济学，对于地方实际权力结构对于地方政府政策制定的理论和实证研究，在《经济研究》发表论文两篇；（3）考察制度对于权力的约束作用，实证研究科层内部自上而下的人事更替和制度环境对于政府行为和政策的影响，研究成果发表在发展经济学国际知名期刊Review of Development Economics和基金委中文A类期刊《中国工业经济》和《科研管理》；这些研究为深入理解中国央地关系和地方政府治理提供了新的见解和分析。
