基于服务质量和服务时间的服务运营管理若干问题研究

The project proposed in this application is about several decisions on discretionary service, wherein the service quality increases in service time. The decision of service time hinges upon the pricing scheme adopted. In the short term, increasing service time entails a longer congestion level, which acts as deterring effect for customers and the service system. In the long term, however, the increases in service time call for increases in staffing level. In this project, we will discuss two major issues: pricing schemes and service chain management. Based on a G/G/1 model, we will investigate the optimal pricing scheme under a setting with endogenous demand and service capacity. We will explore how competition mode and informational asymmetry interplay with the decisions on pricing schemes and how competitive outcome deviate from a socially optimal outcome. We will discuss what and how a social planner can do to mitigate the suboptimality from competition. Also, based on a G/G/m model, we will explore how the structure of service chain changes with the presence of service value-service time relationship. We will study the innate economy of scale in this type of service and further study the trade-off of splitting the service chain: the pursuit of cost advantage and the economy of scale which favor a consolidated service chain.

本项目的研究对象是基于服务质量和服务时间的自由选择类服务。在这类服务中,服务质量或价值和服务时间有递增关系，并且服务时间可以由服务提供者或者顾客决定。在服务人员数相对固定的短期决策中，本项目基于G/G/1排队模型，分别研究在无竞争、竞争、信息不对称等商业环境下定价机制（收费方式）的决策问题,同时分析不同定价机制对服务系统诸多绩效的影响。在服务人员数可以变化的长期决策中，本项目基于G/G/m排队模型，讨论服务链在考虑服务质量-服务时间关系基础上，服务链的规模经济属性，进而讨论服务链在追逐成本优势和服务链内在的规模经济之间的关系，进而从理论和实证角度探讨服务链结构设计问题。

本项目的研究对象是基于服务质量和服务时间的自由选择类服务。在这类服务中,服务质量或价值和服务时间有递增关系，并且服务时间可以由服务提供者或者顾客决定。本项目主要从以下两个方面探讨服务系统运作管理问题。.第一，在服务产能相对固定的短期决策中，服务定价机制（收费方式）的决策问题,同时分析不同定价机制对服务系统诸多绩效的影响。对此研究问题，本项目通过构建数学模型，系统地分析了不同服务收费方式（包括按人头收费，按时间收费、双部收费等）对服务系统绩效（包括服务人数，服务质量和系统运作指标）的影响，并提出科学论证，阐明服务系统收费方式的科学决策。关于此问题的研究结果，发表了一篇国际顶级期刊论文（详见后）。.第二，在服务产能可以变化的长期决策中，讨论服务链在考虑服务质量-服务时间关系基础上，服务链的规模经济属性，进而讨论服务链在追逐成本优势和服务链内在的规模经济之间的关系，进而探讨服务链结构设计问题。关于此问题的研究成果，发表了另外一篇国际顶级期刊学术论文（详见后）。.以上两个研究问题以及发表的国际顶级期刊论文，都是基于中国医疗服务系统的实际数据，通过建模，进行科学分析, 对我国日益变化的医疗服务系统的管理，提供了清晰的洞见，并得到了学界和医疗机构的认同。
