异质性企业约束下环境规制对工业污染排放影响机制：基于资源重置的理论与实证分析

Industrial pollution emissions is the crux to the issue of air quality, but the contribution of driving factors for industrial pollution emission is still unknown, and the micro influence mechanism of environmental regulation on industrial pollution emissions is still a black box, while the solution of issues mentioned above depends on the reveal of resource reallocation. Effect..Most of existing researches based on region and industry level, and failed to pay attention to the firms heterogeneity. Different from previous researches, this project will focus on firm–specific factors and analyze the effect of environmental regulation on industrial pollution emissions based on perspective of resources reallocation .The first，styled facts of firms behavior constrained by environmental regulation will to be contracted based on the constructing database of environmental regulation policies and matching relevant databases. Then, theoretical framework of environmental regulation affect on industrial pollution emissions through resource reallocation will be established to reveal the intrinsic factors and the mechanism. More over, the project will make institution characteristics such as ownership tendency in China embedded to achieve correction to adapt to Chinese situation. Furthermore, the project will conduct the in-depth and detailed empirical analysis of the impact of resource reallocation between industry, between firms, and cross-regional on industrial pollution emissions constrained by environmental regulation based on the industrial pollution emissions decomposition, the steady measurement of regulation，and the identification of regulatory barriers .The project will offer useful theoretical and empirical support for policy optimization to avoid the flaws of extensive policies.

工业污染排放治理是解决空气质量问题的症结所在，但驱动工业污染排放的各因素贡献依然未知，环境规制影响的微观机制仍是黑箱，这些问题的解决均依赖于资源重置效应的揭示。现有研究大多基于地区和产业层面，未能从企业层面展开分析。区别于以往研究，本项目聚焦于企业层面，基于资源重置分析环境规制对工业污染排放的影响。一是以中国环境规制政策数据库构建，多层次数据库匹配为基础，凝练环境规制影响企业行为的特征事实；二是基于异质性企业理论构造基于资源重置的环境规制影响工业污染排放的理论模型，揭示内在因素与作用机制，进而嵌入所有制偏向等中国制度，进行本土化模型修正，通过参数模拟与校准探究制度扭曲影响；三是基于工业污染排放分解、指标稳健测度及规制壁垒的识别，实证分析环境规制约束下资源在企业间、产业间及跨区域间的重置对工业污染排放的影响。本项目研究成果可为克服各类环境规制政策粗放设计缺陷，进行政策优化提供理论与经验支撑。

基于异质性在环境规制实施中的重要作用，本项目聚焦于企业层面，基于资源重置分析环境规制对工业污染排放的影响。一是以中国环境规制政策数据库构建，多层次数据库匹配为基础，凝练环境规制影响企业行为的特征事实；二是基于异质性企业理论，揭示内在因素与作用机制，进而嵌入所有制偏向等中国制度，分析规制政策实施中偏向性影响；三是基于工业污染排放分解、指标稳健测度及规制实施的识别前提下，实证分析环境规制约束下资源在企业间、产业间及跨区域间的重置对工业污染排放的影响。阶段性成果发表在land economics、《管理世界》《世界经济》《经济学（季刊）》《中国工业经济》等国内外顶级期刊，入选中宣部“宣传思想文化青年英才”、辽宁省“兴辽英才”青年拔尖人才等人才计划，培养博（硕）士11名，研究成果可为克服各类环境规制政策粗放设计缺陷，进行政策优化提供理论与经验支撑。
