历史文化街区地下空间可实施存量评估与规划控制技术支撑体系研究

In order to integrating historical and cultural blocks to the modern city function and life style, enhancing their vitality and achieving the aim of intensive land use in city renewal in the new norm, the program plans to research how to use the underground space in all kinds of historical and cultural blocks in China rationally. Combining the advantages of architecture, urban planning, construction engineering and other multi-disciplinary, the program selects typical cases in the districts, on the basis of clarifying the restricting and limiting mechanism of the "Ground protection and control" VS "Underground integrated development", explores the implemented assessment model of the underground spaces in historical and cultural blocks, the three-dimensional space form combination rules for the historic district on & under the ground and the evolutionary programming for optimal efficiency combination model based on the scenario simulation, the underground space in historical and cultural blocks was studied by impact factor set based on content, combined with the "vision seminar" and "AHP. The price model of "planning decision making method, the quantitative mathematical model of GIS-VR-CA qualitative+ judgment+ virtual reality analysis method, puts forward specialized standards and indicators, construction control guidelines and planning technology support system for the underground space in historic district. The research provides the technical basis for the management and the train of thought of planning for the underground space in historic district and has great theoretical and practical significance to protect the city land intensive utilization of resources and other aspects of the current rules in historical block operation in elaborating the mechanism as a special area in cities, and improves use of existing technical blind area.

针对我国各类历史文化街区如何通过合理利用地下空间，融入现代城市功能与生活、提升活力及实现新常态下城市更新中的土地集约利用问题，集成建筑学、城乡规划、结构工程等多学科优势，选取典型案例街区，在阐明“地面保护控制”与“地下整合发展”的约束与限定作用机理基础上，探索历史街区地下空间可实施存量的评估方法、基于情境模拟的历史街区地面上下三维空间形态组合演化规律及最优效率组合模式、历史文化街区地下空间规划利用影响因子集合等内容，结合“愿景研讨会”与“AHP评价模型”的决策方法、GIS-VR-CA定量数理模型+虚拟现实的分析方法，建构历史文化街区地下空间规划利用的专门化管控技术支撑体系。研究为历史文化街区地下空间规划利用与管理提供了技术依据和工作思路，对阐明历史街区作为特殊城市地段其地上-地下空间的关系机制、填补现行规范在历史街区操作存在的技术盲区、保障城市土地资源集约利用等方面具有理论和实践意义。

历史文化街区是现代城市寻求保护与发展平衡的核心区，合理利用地下空间以缓解历史文化街区与人口扩增、配套落后、交通拥挤等问题，需要可操作性的技术探索。本课题通过对国内外历史文化街区地下空间经验研究，科学评估历史文化街区地下空间的可实施性，针对历史文化街区地下空间提出可操作的规范与技术支撑。主要内容包括：国内外历史文化遗产保护及空间利用相关理论方法、实践经验；历史文化街区地下空间利用的约束限定关系与整体性利用研究，构建历史街区地上地下空间整体利用约束限定因子集；历史文化街区地下空间可实施存量评估方法与可实施评估指标体系；历史文化街区地下空间实施影响特征与机制研究、实施系统仿真模拟；历史文化街区地下空间进行交通可达性进行模拟及人性化空间规划方法；历史文化街区地下空间规划支撑技术体系，探索多角度的空间分析方法，探索历史文化街区地下空间精细化开发与免震保护等关键工程技术方法。研究表明，历史文化街区地下空间可实施存量的因子集选定应包括功能、形态、地下遗存和交通四个维度；评估指标体系由历史文化街区保护限定等4个评估准则和历史建筑保护等级等15项评估指标组成；系统动力学、空间句法等技术作为空间分析技术加持到历史文化街区地上地下空间交通、功能、空间尺度与舒适性等分析，是优化空间分析和规划技术方法的关键规划技术，共同形成历史文化街区地下空间的规划支撑技术体系。. 项目构建了历史文化街区地下空间数据库与管理库；发表期刊及会议论文17篇；完成研究生论文14篇，出版著作或教材2部。本研究在总结历史文化街区地下空间实践与发展规律、可实施存量与可实施性、实施影响与关键问题分析的基础上，为缓解城市更新过程中历史文化街区保护与发展之间矛盾、健全历史文化街区保护地下空间规划与管理提供技术支撑，从而提升历史文化街区功能活力与设施条件，实现城市更新过程中土地的集约利用与保护与发展的并行。
