Peer review is one of the most traditional method for scientific project evaluation. A perfect and reasonable peer review system is meaningful for gurrantee the healthy development of science. Proper selection of peer review expert is very important for the scientific evaluation. Therefore, in order to achieve the fair, objective and efficient management of the National Scientific Foundation of China, it is necessary to establish the “Experts Selection Added System and Database Construction of Peer Review for Fishery Science”. The presenting application code of the fishery science cannot cover all the disciplines and the level of disciplines need to be detailed. At meantime, it is difficult that matching the expert to the project automatically and exactly because the presenting expert information is limited and inexact. In this project, we will fully investigate the scientific development of the fisheries, especially focus on the growing point and disciplines overlap. Then we will revise or optimize the secondary level of the application code and detailed the third level of the code (directions and keywords). The goal of this work is to establish the classification method of NSFC project proposal in more detail and more accurately and finally to establish the “Experts Selection Added System and Database Construction of Peer Review for Fishery Science”.
同行评议法是科技项目评估最为传统的方法之一。在科技项目申请数目快速增加的形势下,进一步完善适合中国社会、历史和文化背景的专家评议制度,对于保障和推进科学基金事业乃至我国科学事业的顺利发展具有十分重要的现实意义。正确选择同行评议专家在科技评价中尤为重要。因此为了实现公平、客观、高效的基金管理,建设学科同行评议选择辅助系统及专家系统势在必行。目前的水产学科申请代码难以完整覆盖学科方向,学科层级也亟待细化。专家库中信息有限、描述不规范,很难实现专家与评议项目的有效对接。全面调研水产学科研究工作,系统掌握水产学科发展方向与趋势,着重了解水产学科新增长点及与其它学科的交叉点,对本学科基金二级代码进行修订和优化,对三级代码的研究方向及关键词进行细化,建立更准确细致的基金项目分类方案和专家信息描述,建立水产学科同行评议选择辅助系统及专家系统。
