The peer review system based on application code is the basis of National Science of Foundation work to achieve scientific and impartial. The key factors of NSFC project peer review are the reasonable grouping and accurate selection of evaluation experts. As the rapid development of food science in domestic, more detailed and thorough research field, research content of interdisciplinary degree are increasing, so the present grouping code can’t meet the applicant’s demand in different research fields, and it need to be further perfected and enriched. In addition, there is no standard on keyword and abstract in project proposal. Therefore, how to guide the applicant to write application proposal based on the normative research direction and key words is an important research direction for fund management. This project will improve the application code through the investigation on the project information applied recent years, based on the present application codes, and put forward main research directions in the improved application code, and then evaluate keywords from the aspects of scientific issues, research object, research method. At last, the project will build a subject system which can be approved both by applicants and peer reviewers, and evaluate the feasibility, efficiency and accuracy of the peer reviewer selection auxiliary system. The research will promote the improvement of efficiency of review work, enhance the scientificity and rationality of peer reviewer selection, and standardization of peer review system.
基于申请代码分组的“同行评议制”是基金资助工作实现科学、公正的基础。基金项目同行评议的关键是项目的合理分组和评议专家的准确遴选。随着我国食品科学的快速发展,研究领域更为细致和深入,研究内容学科交叉度不断增加,因此现有分组代码不能满足申请者在不同研究领域的需要,需要进一步完善和充实,另外,申请书中的关键词和摘要没有标准,存在多样性。因此如何引导申请人在统一规范的研究方向和关键词基础上进行申请书的撰写是基金项目管理的一个重要研究方向。本项目拟在现行申请代码的基础上,通过学科调研和近年来申请项目信息来完善申请代码,提出代码内的主要研究方向,从科学问题、研究对象、研究方法等不同层次挖掘各研究方向下的关键词。最终搭建基金申请人和评议人共识的学科体系,探索同行评议专家选择辅助系统的可行性、高效性和准确性。该研究将促进评审工作效率的提高,规范同行评议体系,增强同行评议专家遴选的科学性、合理性,推进同行评
本项目经过1年时间的实施,目前已基本完成,达到了预期目标,取得了如下成果:.1..完善和规范了自然基金食品学科项目的申请代码.前期多次的专家意见征集和专家咨询会的讨论初步形成了建议稿,在此基础上又选择了不同研究领域的16位专家进行了意见征求,16为专家均提出了中肯的建议。学科将专家意见进行整理,对部分申请代码进行了修改、完善和确定,食品科学学科申请代码共设置了7个二级代码,设置33个三级代码。. 2.研究方向与关键词的筛选.根据申请代码讨论稿征集三级代码下研究方向设置意见,每个三级代码下选择了有代表性的专家5-12人,选择75个单位,共229人,目前共有181人反馈252项建议,共给出888条研究方向、7000多个关键词。学科从近3年立项项目书和2012年项目申请书中筛选出2000多有研究意义的关键词。综合分析筛选,提出学科方向分类(127)和关键词(2404)建议稿。.
