The green growth of port cluster is the focus of the shipping industry in our country. The deterioration of ecological environment has strengthened the demand of the green growth of port cluster, meanwhile, the approaching of post-industrial era has expanded the influence economy of hinterland has on the green growth of port cluster in our country, as a result, how to improve the green growth of port cluster effectively and fueling the economy of hinterland at the same time, is a crucial issue facing the port cluster in our country. On the basis of the existing research, our project first sets out from the perspective of social benefits , taking major consideration of the influence the green growth of port cluster has on the regional green economic development, the regional green transportation and the policy of energy saving and emission reduction, sorting out the factors related to the green growth of port cluster, revealing the driving mechanism at the same time; second, a evaluation system of the green growth of port cluster is built from the view of the practical green growth of port cluster, in which we propose the industrial layout and the methods of optimizing resources allocation so as to present the optimization pattern of the green growth of port cluster; next, from the angle of coordinative developing strategy of green growth of port cluster, we study the innovation ability evaluation,the formation and the enhancing mechanism of the coordinative green growth of port cluster, putting forward the coordinative innovation strategy of the green growth of port cluster; at last, we choose the coastal port cluster of Liaoning as an example to conduct the empirical analysis, which laid theoretical and practical foundation to the green growth of port cluster in our country.
港群绿色增长是我国航运业关注的焦点。生态环境的恶化加剧了我国港群绿色增长的趋势,后工业时代的逼近扩大了腹地经济对我国港群绿色增长的影响,有效地提高港群绿色增长的效应效率并反哺腹地经济,是我国港群面临的关键问题 本课题在现有研究的基础上,首先从社会效益的角度出发,重点考虑港群绿色增长对区域经济绿色发展、区域绿色交通以及节能减排政策的影响,梳理港口群绿色增长的影响因素,揭示港群绿色增长驱动机理;其次,从港群绿色增长的实现角度出发,构建港群绿色增长评价体系,给出港群绿色增长的产业布局和资源配置优化决策方法,进而提出港群绿色增长的优化模式;接着,从港群绿色增长的协同策略角度出发,研究港群绿色增长协同创新能力测评、形成与增进机理,提出港群绿色增长协同创新的策略;最后,以我国辽宁沿海港群为研究对象进行实证分析,为我国港群绿色增长奠定理论和实践基础。
本课题从港群绿色增长驱动机理、港群绿色增长模式和协同创新策略三个方面进行深入研究。首先揭示了港群绿色增长的核心驱动要素,包括智能低耗的港口作业、流畅高效的交通组织、绿色合理的集疏运网络和快捷环保的集疏运作业;其次,研究了港口智能作业调度模式及资源配置方法、集成考虑航道和泊位资源的船舶进出港调度模式,重点关注了倒箱、潮汐和作业安全等因素,并研究了港群集疏运网络结构的优化工作及集疏运作业方案的设计,兼顾分析了港群与航运企业的联盟实现绿色增长的各种有效模式;最后,研究了港群泊位资源和航线资源的协同策略,和港群实现绿色增长的投资策略,并进行了实证分析.
