基于社区农业灾害韧性的农户适应行为研究——以江汉平原为例

Social ecological resilience has surpassed social vulnerability and become a new paradigm of disaster research. Disaster management is moving from passive defense to active management, which is centered on utilization and adaptation. It is an important subject in the research of agricultural disaster management to study the resilience and evaluation system of community agricultural disasters and to explore the adaptive behavior of farmers. In this project, the theory of social ecological resilience is introduced into agricultural disaster management, and the evaluation system of community agricultural disaster resilience is constructed by using decision laboratory analysis method (DEMATELL). Using ANP method to calculate the toughness index and comprehensive toughness index of each dimension of agricultural disaster resilience; The spatial and temporal differences of resilience of agricultural disasters in Jianghan Plain were studied by using GIS spatial analysis technique. The adaptation behavior and its characteristics of peasant households are analyzed by using social network, and the spatial and temporal differences of adaptation behaviors of farmers are studied from the vertical and horizontal aspects. Effects of community agricultural disaster resilience on farmers' adaptive behavior through stratified model; An analysis of the boundary conditions of the impact of resilient community on farmers' adaptive behavior; Analyzing the path of Farmer's adaptation behavior by constructing intermediary model; Through typical cases analyses the impact of Agricultural disaster resilience and Farmers' adaptation behavior on Agricultural production from Community and Farmers' level; To explore the construction of agricultural disaster management system based on community agricultural disaster resilience and farmers' adaptive behavior.

社会生态韧性已经超越社会脆弱性成为灾害研究的新范式，灾害管理从消极的灾害防御走向积极的、以利用和适应为核心的韧性管理。研究社区农业灾害韧性及其评价体系，探索农户的适应行为规律，是农业灾害管理研究中的重要课题。本项目将社会生态韧性理论引入农业灾害管理中，采用决策实验室分析法（DEMATEL）构建社区农业灾害韧性评价体系；运用网络分析法（ANP）计量社区农业灾害韧性各维度和综合的韧性指数；结合GIS空间分析技术，实证研究江汉平原社区农业灾害韧性的时空差异。运用社会网络分析农户适应行为及其特点，从纵向和横向研究农户适应行为的时空差异；通过分层模型分析社区农业灾害韧性对农户适应行为的影响；通过典型案例分析韧性社区对农户适应行为影响的边界条件；通过构建中介模型分析农户适应行为选择路径。从社区和农户层面分析社区农业灾害韧性和农户适应行为对农业生产的影响；探索构建基于社区农业灾害韧性及其农户适应行为的农

为鼓励农户积极采取有效灾害适应行为，保障农业灾害环境下的粮食生产安全，本研究以江汉平原农村社区为例，系统研究社区农业灾害韧性、农户适应行为，以及二者对农业产出的影响。为完成项目研究内容，课题组成员分别于2018和2019年5月和9月，赴江汉平原的19个县市区、102个行政村进行社会调查，共获得农户问卷823份及村干部访谈资料与问卷材料。基于研究内容需要，本项目还搜集整理了历年统计年鉴、《国家综合防灾减灾规划（2011-2015年）》、《中国地面累年值年值数据集（1981-2010年）》以及政府官方网站公布数据对缺失的数据进行补充。通过文献研究与数据分析，探究了江汉平原农业灾害韧性的现状、时间演变及空间差异；重点研究社区农业灾害韧性对农户适应行为的影响，探究影响农户采取灾害适应行为关键因素，发现促进和阻碍社区农业灾害韧性对农户适应行为影响的因素，分析农户适应行为选择路径；在研究社区农业灾害韧性、农户适应行为以及二者关系基础上，进一步分析二者对农业产出的影响；并通过典型案例和田野实验的方法探索提升社区农业灾害韧性，激励优化农户适应行为选择，提高灾害环境下农业产出的途径。.研究发现：农户的水旱灾害适应行为大致可以归为灌溉方式、灾害阻隔、设施减灾、合作防灾减灾、技术应灾、灾害规避几大类。经济、管理和基础设施维度是影响农用灾害韧性的关键性一级维度。灾害政策制定、社区经济实力、农户防灾减灾意识和政府财政支撑中心度高于平均水平，在县域农业灾害韧性评价体系中占据关键性位置。江汉平原县域农业灾害韧性发展水平、社区农用灾害韧性水平不均衡。社区农业灾害社会和管理维度韧性越高，农户灾害适应行为越单一，技术和基础设施维度韧性越高农户灾害适应行为越多元。社区农业灾害自然维度韧性负向影响农户应灾资金投入，技术维度韧性正向影响应灾资金投入。社区农业灾害自然和信息维度韧性正向影响单位面积农用抽水泵动力。社区农业灾害韧性技术维度韧性正向影响单位面积基础建设。
