江西省战略性新兴产业发展监测预警与政策模拟研究

Strategic emerging industries is a regional new economic growth pole. Since 2009, JiangXi province has striven to develop strategic emerging industries, the government gives resources and policy support, and vigorously to make them as pillar industry. Great achievements have been made in the first three years. But, because there is no complete monitoring, early warning and policy simulation system of industrial development, during the three years of development, some industries have met unprecedented pressure, industry development must face more and more difficult, and come to the point of struggling. For example, the photovoltaic industry, due to the influence of world financial crisis, large industry enterprises to keep factories and workers idle and operating loss serious, restructuring difficult. The provincial government fell into dilemma of "save or not save". Therefore, on the basis of analyzing the influence factors of strategic emerging industry development, we will establish a complete industry database. Through establishing industry development level index system, industry competitiveness index system, industry innovation index system and environment index system, we will give the immediately monitoring of industry development status; By setting the leading indicators,the coincident indicators and the lagging indicators, we will apply prosperity index and the prosperity signal warning model to give the forcast of industry prospersity; By establishing system dynamics model, the computational experiment model and regional CGE model to simulate the effect of the policy. So, it will escort industry development.

战略性新兴产业是一个地区新的经济增长极，江西从2009年起举全省之力发展战略性新兴产业，省政府给予资源和政策的大力支持，极力将其打造成江西的支柱产业，三年来取得了一定成效。但是，由于没有完备的产业发展监控、预警与政策模拟体系，在这三年的发展过程中，有些产业遇到了前所未有的压力，产业发展到了举步维艰的地步，例如光伏产业，由于受到世界环境的影响，行业企业大面积停工停产，经营亏损严重，重组困难，目前省政府正处于"救与不救"的两难困境中。因此，本课题在深入分析影响战略性新兴产业发展因素的基础上，建立完备的产业数据库，通过建立产业发展水平、产业竞争能力、产业创新能力和产业发展环境指标体系对产业发展状况进行实时监测；通过设置先行指标、一致指标和滞后指标，应用景气指数和景气信号灯模式对产业景气进行预警；通过建立系统动力学模型、计算实验模型和区域CGE模型对政策效果进行模拟。从而为产业发展保驾护航。

战略性新兴产业是新兴科技与新兴产业的深度融合，对推进一个国家或地区产业结构升级和经济发展方式转变，提升自主研发能力和竞争力，促进经济社会可持续发展，具有重要意义。近几年来，江西战略性新兴产业实现了超常规发展，是江西工业发展的引擎，在江西经济增长中起着重要的作用,对江西科学发展、进位赶超、绿色崛起起着关键性的作用。本课题在深入分析江西战略性新兴产业发展现状及影响因素的基础上，通过建立完备的产业数据库，构建产业发展水平、产业竞争能力、产业创新能力和产业发展环境指标体系对产业发展状况进行实时监测，跟踪产业发展动态，掌握产业发展内外部环境变化；通过设置先行指标、一致指标和滞后指标，应用景气指数和景气信号灯模式对产业景气进行预警,对产业发展风险进行预警;通过建立系统动力学模型、计算实验模型和区域CGE模型对政策效果进行模拟分析。通过这些工作研发和建设江西战略性新兴产业发展监测预警及政策模拟平台，云集产业发展信息、跟踪产业发展轨迹、预测产业发展趋势、定期发布产业发展报告，为政府决策部门及相关企业提供信息和决策支持服务，为产业安全发展保驾护航。项目研究完成了预定的目标任务，发表高层次论文18篇，出版专著3部，研究报告获得省委省政府领导批示14篇，获得江西省社科优秀成果奖4项，获得1项国家重大招标项目，1项省高校人文社科重大招标项目，1项软科学重大招标项目。
