The development of high-tech industry is a strategic significance of transition from factor-driven to innovation-driven in China. However, the high-tech industrial land misallocation is more serious than other types of land because of the allocation of high-tech industrial land is deviated from market supply and demand, which caused by the double intervention of central and local government. The high-tech industrial land, which is in trouble with inefficient use, seriously hinders industrial transformation and innovation and development. The key reason of the high-tech industrial land misallocation is the allocation distortion between government and market. Therefore, in this study, the corrective simulation, corrective simulation, and governance strategies of high-tech industrial land misallocation are the main research content based on the new institutional economics, and drawled on Williamson's institutional analysis framework. First, we find the root of high-tech industrial land misallocation, and build the theory system of 'level behavior - behavior model - conduction path - effect result'. And then the logic of land use mismatch, government behavior, enterprise behavior, and allocation efficiency are analyzed by using SEM in order to prove the misallocation theory (we can obtain the threshold of allocative efficiency) and the degree of misallocation (we can obtain the mismatch indexes of structural, space-time and industry). Second, the optimal strategy and the effect of the optimization are simulated from the multi scenario of government agent, market agent and multi agent participation based on multi-agent and game theory (It means that we could clarify the boundary between government and market). Finally, the holistic governance strategy of multi agent participation is proposed from the level of planning, the level of initial and reallocation. The study will provide the reference for improving the innovation development and land use efficiency of high tech industry.
高技术产业发展对中国要素驱动向创新驱动转型具有战略性意义,然而受中央和地方政府双重干预,其偏离市场供求的用地错配问题凸显。陷入低效利用困境的高技术产业用地严重阻碍了产业转型与创新发展。高技术产业用地产生错配关键在于政府与市场配置扭曲问题。因此,本课题基于新制度经济学,借鉴威廉姆森的制度分析框架,探究高技术产业用地错配的发生机理,纠偏仿真及治理策略。首先,寻找发生根源,构建“制度层次—行为模式—传导路径—影响结果”理论框架,运用SEM分析用地错配与政府行为、企业行为、配置效率的逻辑,验证错配发生理论(配置效率阈值)与错配程度(结构性、时空性和行业性错配指数)。其次,基于多智能体与博弈方法,仿真政府行为、市场行为和多主体参与三种情景下的纠偏最优策略及优化效果(厘清政府与市场边界)。最后,从规划层次、初次和再配置层次上,提出多主体参与的整体性治理策略,为提升高技术产业创新发展与用地效率提供参考。
高技术产业作为先进生产力集聚的产业,是推动要素资源“向上流动”的动力。但是其用地错配的传导性和扩散性造成经济结构性矛盾及其他社会重大问题的产生。高技术产业用地产生错配关键在于政府与市场配置扭曲问题。因此,本课题基于新制度经济学,借鉴威廉姆森的制度分析框架,探究高技术产业用地错配的发生机理,效率测度及治理策略。首先,寻找发生根源,构建“制度层次—行为模式—传导路径—影响结果”理论框架,分析用地错配与政府行为、企业行为的逻辑,验证错配发生理论。其次,从时间、空间、行业多尺度,测度高技术产业用地错配程度。最后,从政府、市场、高新技术企业多情景,探索高技术产业用地优化配置的协同路径,并从规划层次、初次和再配置、要素流动层面上,提出优化配置的整体性治理策略,为提升高技术产业创新发展与用地效率提供参考。
