考虑患者意愿的关键医疗资源配置与调度优化研究

Allocation and optimization of healthcare resources is an important part of modern operations management, which has received extensive attention of researchers. It has been often studied just from the perspective of resources allocation and ignored the key factor of patients’ medical preference which impacts on medical resources allocation and scheduling that are difficult to resolve " see a doctor difficult and expensive," causing tension between doctors and patients of medical problems. The project combined with China's actual situation in consideration of the patient's preferences medical premise collaborative classification from the perspective of critical medical healthcare resources allocation and scheduling optimization research. The main contents include: ①Study on patients’ medical treatment preference based on the medical service channels; ②Decision of coordinating medical service resources under patients’ medical treatment preference; ③ Study on incentive mechanism for collaborative grading medical; ④ Modeling for the key medical resources service capabilities, configuration and scheduling optimization; ⑤Empirical and experimental study of critical medical resource configuration patients' preference and scheduling optimization problems . The results will improve the existing health care resources allocation theory , rich resource scheduling optimization methods, improve our healthcare system, optimize the allocation of medical services and promote the development of China's medical resources provide a theoretical basis and scientific means.

医疗资源配置与优化是现代运营管理的重要组成部分，受到了国内外学者的广泛关注。已有研究往往只是从资源配置角度，忽略了患者就医意愿对医疗资源配置与调度的影响这一关键因素，难以解决“看病难，看病贵”造成医患关系紧张的医疗难题。本项目结合我国实际情况在考虑患者就医意愿的前提下从协同分级医疗视角对关键医疗资源配置与调度优化问题进行研究。主要研究内容包括：①基于医疗服务渠道的患者就医意愿研究；②患者就医意愿下医疗服务资源的协调决策研究；③协同分级医疗的激励机制研究；④关键医疗资源服务能力建模、配置及调度优化研究。⑤患者意愿的关键医疗资源配置与调度优化问题的实证与实验研究。研究成果将完善现有医疗资源配置理论，丰富资源调度优化方法，对健全我国医疗服务体系、优化医疗资源配置和促进我国医疗服务业的发展提供理论依据和科学手段

本项目以申报书所述目标和内容为主要框架，针对我国医疗资源配置与调度优化问题，取得了一系列研究成果。在利用调度优化理论与算法设计的基础上，考虑患者就医意愿对医疗资源配置调度优化产生的影响。具体研究如下：基于医疗服务渠道的患者就医意愿研究；患者就医意愿下医疗服务资源的协调决策研究；协同分级医疗的激励机制研究；关键医疗资源服务能力建模、配置及调度优化研究; 患者意愿的关键医疗资源重调度优化问题的研究。研究成果将完善现有医疗资源配置理论，丰富资源调度优化方法。研究成果包括发表核心期刊以上学术论文11篇，其中SCI/SSCI收录6篇；国家自然科学基金委员管理学部A类重要期刊4篇，获得广东省哲学社会科学优秀成果奖一等奖1项；协助培养博士后1名、博士研究生3名（毕业2名），硕士研究生4名，培养硕士10名（毕业7名）。研究成果达到了申报书所提出的目标和要求。
