区域低碳创新网络共生机理与路径仿真：以苏南自主创新示范区为例

Regional low-carbon innovation network is a mechanism in response of climate warming and emission reduction，and the key of constructing regional low-carbon innovation network is to guide and coordinate low-carbon innovation symbiosis behaviors of different subjects. Based on the ecological symbiosis principle, the project integrates the symbiosis mechanism of regional low-carbon innovation network, the symbiosis path of regional low-carbon innovation network and the symbiosis policy of regional low-carbon innovation network into a general research framework. Firstly, extracting symbiosis elements of regional low-carbon innovation network and constructing a symbiosis conceptual model of regional low-carbon innovation network based on a preliminary hypothesis testing ;Secondly, constructing a symbiotic game model based on life cycle and designing a symbiosis stability model of regional low-carbon innovation network to reveal the symbiosis mechanism and the state of regional low-carbon innovation network; Thirdly, refining the typical symbiosis path of regional low-carbon innovation network and revealing the symbiosis path effects and decision mechanism of regional low-carbon innovation network by simulating the symbiosis processes of typical regional low-carbon innovation networks at home and abroad; As a result, a symbiosis policy of regional low-carbon innovation network is designed to provide a scientific basis for the reform of the management system of independent innovation and policy for resource conservation and environment friendliess in the particular example of South of Jiangsu independent innovation demonstration zone.

区域低碳创新网络是应对气候变暖和碳减排的区域响应机制，而构建区域低碳创新网络的关键在于引导和协调不同主体的低碳创新共生行为。本项目借鉴仿生学生态链原理将区域低碳创新网络共生机理、区域低碳创新网络共生路径和区域低碳创新网络共生政策集成到一个总体框架中进行研究。第一，提炼区域低碳创新网络共生要素，在初步假设检验的基础上，构建区域低碳创新网络的共生概念模型；第二，构建基于生命周期的区域低碳创新网络博弈模型，设计区域低碳创新网络共生稳定性判定模型，揭示区域低碳创新网络共生模式和共生状态；第三，对部分国内外区域低碳创新网络共生过程进行动态仿真，提炼典型区域低碳创新网络共生路径，并揭示区域低碳创新网络共生路径的影响和决定机制。最后，以苏南自主创新示范区为案例，设计区域低碳创新网络共生路径和实施方案，为苏南自主创新示范区面向资源节约型和环境友好型的区域自主创新管理体制改革和政策设计提供科学依据。

区域低碳创新网络的构建是区域创新系统应对全球气候变暖的有效区域响应机制，是落实科学发展观，实现可持续发展的必由之路，有利于节能减排目标的实现、资源节约型社会、环境友好型社会的构建，促进国家和区域经济社会的可持续发展。本项目借鉴仿生学生态链原理将区域低碳创新网络共生机理、区域低碳创新网络共生路径和区域低碳创新网络共生政策集成到一个总体框架中进行研究。运用专家调查、实地调研、案例分析、数学建模等主要研究方法，将区域低碳创新活动看作一个创新群落，从生态位、生态因子、种群关系等方面研究区域低碳创新系统的演化规律和特征。首先提出区域低碳创新网络的仿生学研究范式，构建了区域低碳创新网络的生态概念模型；接着构建基于生命周期的区域低碳创新网络演化模型，揭示区域低碳创新网络共生模式和共生状态；然后构建区域低碳创新网络演化的识别模型，监测区域低碳创新网络的演化态势，并揭示区域低碳创新网络共生路径的影响和决定机制；最后设计区域低碳创新网络共生路径和实施方案，为面向资源节约型和环境友好型的区域自主创新管理体制改革和政策设计提供科学依据。本课题研究取得了一系列的研究成果，发表（录用）学术论文19篇,其中,在国家自然基金委管理学部认定的重要期刊论文15篇。
