产业链管理模式与牛肉安全供给的实证研究

The project intends to reveal the inherent mechanism of the implementation of the industrial chain management mode to protect the safety of beef supply through theoretical and empirical research. On the basis of the theoretical analysis of industrial chain management mode and control behavior on the quality and safety of industry chain, this project investigates the mechanism of beef industry chain internal governance structure evolution and its effects on the all the main control behavior of quality and safety . This project analyzes the effects of transaction costs on choice behavior of beef industrial chain organizational mode and the control behavior of quality and safety with the Logit Model. This project aims to build beef industrial chain quality security structural equation model (SEM), reveal the beef industrial chain of technology chain (brand chain) management, value chain management and logistics chain management the mechanism of action among with quality safety management capabilities, quality safety management wishes, and quality safety management performance, and explore the evolution of internal governance structure of the beef industry chain organization mode to impact on the safety of beef supply. With the cutting-edge frontier production efficiency model this project estimates the beef industrial chain governance structure changes, the difference between the main behavior of beef industrial chain quality safety control impact on the beef industry chain business performance. On the basis of this empirical study, this project puts forward the idea of the beef industrial chain management as the core of beef quality and safety management system, provides theoretical support and empirical evidence to attach importance on the quality of beef within the beef industry chain.

本项目拟通过理论与实证研究揭示实施产业链管理模式对保障牛肉安全供给的内在机理。将通过对牛肉产业链管理与产业链质量安全控制行为的理论分析与梳理，研究牛肉产业链内部化治理结构演变对各主体质量安全控制行为的影响机制，采用多元Logit模型实证分析交易成本影响牛肉产业链组织模式与质量安全控制行为选择的内在要因；构建牛肉产业链质量安全管理结构方程模型（SEM），揭示牛肉产业链技术链(品牌链)管理、价值链管理与物流链管理与质量安全管理能力、质量安全管理意愿和质量安全管理绩效之间的作用机制，探索牛肉产业链组织模式内部治理结构演变对牛肉安全供给的影响；运用前沿生产效率测度模型测算牛肉产业链内部治理结构变化、牛肉产业链供给主体质量安全控制行为的差异对牛肉产业链经营绩效的不同影响；在此实证研究基础上，提出以牛肉产业链式管理为核心的牛肉质量安全管理体系的设想，为促进牛肉产业链提质升级提供理论支持与实证依据。

牛肉质量安全涉及到饲料供应、肉牛养殖、屠宰、加工、运输、销售等各个环节，各环节众多的利益主体通过各自的生产经营活动和相互作用共同决定着牛肉的质量安全水平。本项目拟通过理论与实证研究揭示实施产业链管理模式对保障牛肉安全供给的内在机理。项目结合中国牛肉产业自身特点和发展实际，通过分析牛肉产业链中消费者、生产者、政府等利益主体的行为选择，探寻产生中国牛肉质量安全问题的经济根源，为保障牛肉消费安全，规范生产者安全生产行为，提高政府对牛肉质量安全的监管水平，提升牛肉产品国际竞争力具有重要理论和现实意义。.项目重点基于经营主体质量安全控制行为进行了深入研究。结果表明，消费者牛肉消费需求持续增加的同时，对牛肉质量安全问题也更加关注；通过博弈理论对肉牛养殖户添加瘦肉精的行为分析得出，在牛源紧张和企业自身检验成本居高不下的情况下，屠宰加工企业进行瘦肉精检验的动力不足，一定程度上促使了肉牛养殖户添加瘦肉精行为的发生；现代化的屠宰加工企业质量安全控制能力的形成是企业内部驱动力和外部环境推动力共同作用的结果；在卖方市场的条件下，随着资产专用化深化，交易费用不为零且不断增加时，会对肉牛产业化发展结构有显著影响，而这将进一步深入影响肉牛产业经营绩效；中央监管部门对地方政府、地方监管部门的激励不相容是造成牛肉质量安全问题不断发生的主要原因。.项目对肉牛产业链利益分配格局进行了细致分析，结果显示销售环节对利益分配的关联程度最大，屠宰加工企业在利益分配中没有充分发挥其核心作用，连同生产环节一起，对利益分配的贡献均不如销售环节，利益联结不够紧密，而这影响优质肉牛产业链的健康发展。项目进一步运用Shapley值法来对肉牛产业链总体利益进行重新调整分配，结果表明屠宰加工企业与养殖户或零售商中的任何一方合作，不仅会带来产业链的增值，还会增加双方利益主体的利益分配份额，屠宰加工企业与双方同时合作时所带来的利益增值最大。
