协同治理视角下我国乳品安全供给的政府规制与企业自我规制竞合机制研究

Under the large system of food safety supply, the government and enterprises are the main body of public safety and quality safety. Because of the different regulatory resources, the government and enterprises often face conflicts of interest and economic rent-seeking behavior，although there is a common goal to improve the safety of dairy products. How to clear the boundary of the governance domain of the market mechanism and the government mechanism, and realize the effective co-opetition of the security regulation is still the frontier of the academic research..The project, taking the core enterprise of dairy quality chain as the research object, will carry out the following research:.1) According to the theory of quality chain and private regulation, we use cost benefit analysis and factor analysis to study the factors and ways that affect corporate self-regulation behavior..2) According to the theory of government incentive regulation, we use comparative analysis and experience induction to analyze the ways and conditions of government regulation to intervene in the quality and safety control chain of enterprises..3) Use the theory of cooperative governance, game theory and information economy to analyze the competing conditions and ways of government regulation and enterprise self regulation..4) Put forward specific policy suggestions on the cooperation between government and enterprises in the safety of dairy products in China..Project research provides a decision-making basis for alleviating the pressure of government regulation, solving the real problems of limited government regulation resources, and providing reference for other food safety to achieve national governance and corporate self-discipline collaborative governance..Project research provides a decision-making basis for alleviating the pressure of government regulation, solving the real problems of limited government regulation resources, and providing reference for other food safety to achieve national governance and corporate self-discipline collaborative governance.

在食品安全供给的大系统下，政府和企业作为公共安全和质量安全的供给主体，虽然都有提高乳品安全的共同目标，但由于掌握着不同的规制资源，往往出现利益冲突和经济寻租行为。如何明晰市场机制与政府机制的治理域边界，实现安全规制的有效竞合，目前仍是学术研究的前沿领域。.项目以乳品质量链的核心企业为研究对象，将开展以下研究：1）根据质量链、私人规制理论，运用成本效益分析法、因子分析等方法研究影响企业自我规制行为的因素和方式；2）根据政府激励性规制理论，运用比较分析、经验归纳等方法分析政府规制介入企业质量安全控制链的方式与条件；3）运用协同治理、博弈论和信息经济等理论分析政府规制与企业自我规制的竞合条件和方式；4）就我国乳品安全实现政府与企业的协同治理提出具体的政策建议。.该研究对于缓解政府规制的压力，解决政府规制资源有限的现实问题提供决策依据，也为其他食品安全实现国家监督和企业自律的协同治理提供借鉴路径。
