To design economical regulations using the Jean Marcel Tirole's new regulatory economics theory according to the fair, just and open principles, making effective use of economic leverage. To fulfill the interval's regulations using the Probably Approximately Correct (PAC) theory, to add adaptability and conduct self-discipline. To integrate the appraisal services and new regulations using the meta-synthesis integrated platform. The themes, components, knowledge graphs are uniformly used to formally described the relationships between water resources and user characteristics, business process, between economic and interval's regulations, to quantify the indictors, and finally provide the integrative, regulation and procedural online evaluation services. Mathematical methods are used to detail the regulations, and the integrated platform is used to fulfill the services. Bridge between theory and appraisal business is built to service the appraisal. The graph is used to inspire and to unceasingly meet the requirement by corrective feedback, to make the regulations reasonable step by step. To modify the interval, change the regulations and see the results, make the regulations visual and credible. To improve the executive force using service, to reflect "the most" using regulations, and to fulfill the adaptability using integration. The effects of the stable and standard regulations can be obtained according to the instance verification.

本项目把传统水利学科与管理科学、复杂性科学、知识与信息学科交叉与融合,从理念、规制和系统集成对最严格的水资源管理制度进行深入研究,协调“红线”指标的准确与管理规制执行的关系,形成最严格管理的科学化规制,用规制更好地服务于制度及考核,提升管理水平、推动最严格管理制度的落实与健康发展。按梯诺尔新规制经济学设计经济规制,用好经济杠杆,设计智慧合约服务于水权交易管理;按大概近似正确理论设计可视可信的区间化规制,用综合集成平台系统集成考核业务及新规制,统一用主题、组件、知识图形式化描述水资源与用户特征、业务过程、经济与区间规制、量化指标,实现一体化、规制化、过程化的在线评价服务。用数学方法细化规制、用平台落实服务手段,搭建理论到考核业务之间的桥梁,让规制服务于考核,用图启发,反馈修正,不断适应要求,逐步合理;改区间、变规制、看效果,可视可信。用服务提高执行力、用“规制”体现“最”、用集成落实适应性,标准稳定的规制经实例检验观其效果。提出了面向水资源管理考核主题的业务化服务模式,研发了最严格水资源管理考核原型系统;提出了基于过程化管理的最严格水资源管理与“河长制”强监管模式,搭建最严格水资源管理与河长制过程化强监管应用系统;设计了适应于水权交易的智慧合约体系,建立了支撑智慧合约服务交易的规制,搭建了水权交易系统;设计了区间化机制,实现了基于过程化与区间化机制的适应性径流预报可视化表达。依托项目研究成果,发表学术论文39篇,其中,SSCI/SCI/EI收录21篇;获科研奖励3项;授权国家专利2项,获批计算机软件著作权6项。项目组成员获国务院政府特殊津贴和陕西省青年科技新星各1人,出站博士后1人,毕业研究生20名。参加国内外学术会议13次,邀请国外专家来访3人次开展项目合作与交流。完成了研究内容,达成研究目标,项目研究成果可为最严格水资源管理考核提供理论依据和可供实际操作的业务应用系统,具有重要的科学意义和应用价值。
